Zhou Guanghong, a native of Wugang, Shaoyang City, Hunan Province, reported to the Epoch Times that “since 1986, the Wugang Education Bureau has been deducting teachers’ salaries, allowances and benefits, and that education bureau officials and their relatives and friends have been fraudulently receiving the salaries and pensions of dismissed teachers. The company is also involved in the real name report of Ma Changbiao and Xu Yubiao.

The 69-year-old Zhou Guanghong said, “I have worked in the former Wugang County Third Middle School, Wugang Education Bureau, Shiyang Central School. 1988 for over-birth of a child, the former Shaoyang City Education Commission exceeded the authority to dismiss the public position, first dismissed after approval. Later I found out that my job establishment was not cancelled and my salary was not stopped, but was claimed by the relatives of the Education Bureau leaders instead. After that, I began to petition and defend my rights, and as a result, I was sent by the local government for a long Time to monitor and illegally detained and detained many times.
“In 2007, I went with more than 100 rights teachers to Beijing to kneel and petition in front of Xinhua News Agency and Tiananmen Square, and was sentenced to one year and six months in prison by the Wugang court for ‘gathering a crowd to disturb the order of a public place. We were at Tiananmen Square and were taken away by the police in less than two minutes, all of whom were escorted back to Hunan, with 38 people in administrative detention, one in criminal detention, and one being pursued.”

Zhou Guanghong disclosed, “As early as 2007, an Education Bureau insider revealed that when teachers’ salaries were adjusted in 2006, the Wugang Education Bureau reported 7,600 active teachers to the Hunan Provincial Department of Finance and the Provincial Department of Education, while in reality the number of active teachers in 2006 was only 4,998, with more than 2,600 falsely reported. According to the local discipline inspection committee, a total of more than 800 million yuan of financial funds were siphoned off from 1986 to 2014, which is now more than one billion yuan.”
Wugang teachers who learned the truth asked the Hunan Provincial Department of Finance and Department of Education to apply for information disclosure, which was refused by the Wugang Municipal Education Bureau. The teachers then collectively took the Wugang Education Bureau to court. Zhou Guanghong said, “On May 4, 2015, the Wugang Municipal Court accepted the case. As a result, the trial was postponed until June 25 of the same year, and we were severely restricted from observing the trial, with more than sixty police officers deployed and heavily guarded. Due to the intervention of the local government, the case has been fought to the Hunan Provincial High Court and has been adjudicated in vain.”
Going to Beijing to report Wugang City Education Bureau to eat empty pay was chased by public security
On September 22, 2019, Zhou Guanghong went to Beijing to report the Wugang Municipal Education Bureau by name. He told the Epoch Times, “When the Wugang government learned of this, it immediately sent Zhong Biao, deputy mayor and director of public security, to Beijing to lead a team to chase me, and after failing to catch me during multiple arrests, I was listed as an online fugitive.
“On September 27 (of the same year), I went to the Wugang office in Beijing by myself, and they sent the police station chief and a deputy secretary of the office to escort me back to Wugang. When I arrived at the Beijing West Railway Station to buy a ticket for me, I couldn’t buy one, and communication with the station police station wouldn’t sell me a ticket. The person escorting me had to arrange for a driver to drive me to the Wugang City Public Security Bureau. I was interrogated overnight at the Public Security Bureau, my ID card was seized, I was made to hold up the ‘provocation’ cardboard to take my picture, and all my fingerprints were taken. It was not until 1 a.m. that I was released to go Home.”
Zhou Guanghong provided evidence that the Wugang Public Security Bureau tried to create fake and unjust cases. He revealed, “On October 2, 2019, I was called to the Wugang Public Security Bureau, and they took out the Criminal Detention Punishment Decision for me to sign, and after signing it, they did not detain me. On October 4 of the same year, I went to the Public Security Bureau on my own initiative, and they took out the Certificate of Release again for me to sign, but I refused.”

“On October 13, 2020, I was inexplicably sent a Notice of Review and Prosecution Period by the Wugang Procuratorate, and on October 28 of the same year, I was sent a Notice of Extension of Review and Prosecution Period. After this, the procuratorate summoned me several times and asked me to apply for bail pending trial.”

Zhou Guanghong concluded, “My Family, three generations old, has suffered greatly from this matter. Decades of defending my rights to no avail, but instead being suppressed. After I was dismissed from public service, I returned to the countryside, and my family still has no land and no fields, and my re-employment is restricted due to the petition being stabilized. I can only survive by doing odd jobs”.
