The 2018 executive order, which requires the Director of National Intelligence to submit a report on foreign interference in the U.S. election, is also getting more attention. What is the “Executive Order on Imposing Certain Sanctions in the Event of Foreign Interference in a United States Election” Trump issued in 2018?
On November 15, Ms Leigh Dundas, a US human rights lawyer, posted a video dedicated to Mr Trump’s executive order.
The executive order was announced on September 12, 2018, six months after the midterm elections, and Ms. Dundas said that Mr. Trump must have “seen what happened in the midterm elections” to issue it. “No joke,” she said, “a lawyer can read it and see what’s at stake.”

The order stipulates that “within 45 days of the election in the United States, an assessment shall be conducted to determine whether an individual or entity interfered in the Election in the United States on behalf of a foreign government.” This assessment should be submitted “by the Director of National Intelligence to the President, secretary of State, Secretary of The Treasury, Secretary of Defense, Attorney General, and Secretary of Homeland Security.”
This report is followed by another report that needs to be identified:
- To what extent does foreign interference with the electoral infrastructure seriously affect the security or integrity of the infrastructure, or the “tabulation of votes” or the “timely transmission of election results”?
- To what extent do these interfering activities, through “change” or “forgery”, significantly affect “the security and integrity of the infrastructure”.
- A person who conducts any foreign intervention in a United States election or who is found to have materially assisted, sponsored or provided financial material or technical support for the intervention.
So what’s the prognosis for the person or entity that does the bad thing?
Ms. Dundas said all property they had in the United States, or entered the Country later, or any property they later owned or controlled by an American on their behalf, would be seized. This means that the property cannot be “transferred, paid for, exported, withdrawn or otherwise disposed of”.
Administrative sanctions specified in the command is also very strict, allow the secretary or finance minister assessment, to interfere with the election of foreigners to take appropriate additional sanctions if appropriate, for example, if a country authorization, instigate or sponsor or support interference elections in the United States, the country’s biggest companies will suffer sanctions, or finance, defense, energy, technology and transportation industries, every industry will suffer at least one of the biggest company sanctions, or is the country’s most strategic importance of the company or industry would be sanctions.
