The votes will be cast by LDP members of parliament and LDP members and party friends across Japan. As of 2019, the LDP has about 1.09 million members. In the presidential election, if using this method of election, the LDP members of congress votes to 394, party party votes to 394, more than half, if none of the candidates will hold votes, the top two candidates for runoff, in September 2012, the liberal Democratic Party’s presidential election, in all prefectures of party members, party vote, shigeru ishiba won half of the 165 votes, while the 2nd shinzo Abe, only 87 votes. If there is no majority in the first ballot, a run-off between the top two candidates will take place.
Since the LDP now holds a majority of seats in the Diet (Parliament), becoming president of the LDP means becoming prime minister (Prime Minister). Naming a prime minister in the General Assembly of both houses of parliament is only a formality. Opposition parties may propose other candidates for prime minister, but they will be rejected by the ruling Liberal Democratic Party and New Komeito Party which hold the majority seats.
