Who’s going to pay for the $1 million? Buy a Tesla on the charging station, the district charging difficult fetter new energy vehicle development

Editor’s Note: China’s new energy vehicle fleet has reached 4.17 million vehicles in more than ten years.

Old Chen does some small business, although he already has a few fuel cars, but he still wants to try the government has been encouraging new energy vehicles.

However, he did not expect, after buying a car after the biggest headache is not everyone said “driving journey anxiety”, but “charging anxiety”.

“Why can’t we be safe”?

As a result of the community delay in the installation of charging stations, the old Chen early nearly 1 million to buy the Model S, now has been lying in the garage to rest.

The car just bought back, car companies to install the charging station staff to the district surveyed. The reply when leaving is: there are not enough capacitors in the community parking lot.

There are more than 400 households in the district, and more than 50 car owners like him who are eager to install charging stations for their cars, and more than 30 of them are Tesla owners.

“Come rain or shine, winter or summer, you have to go out and find charging spaces.” Several Teslas in the neighborhood are almost unused, mainly because they don’t have time to charge, and they wait for hours.

It is understood that the price of public charging stations around the area is about 1.8 yuan / degree or so, and the parking fee is about 10 yuan / hour. Take the BYD Qin EV of Lao Chen’s neighbor for example, if you go to the public charging station to charge 40 degrees of electricity takes an hour, about 72 yuan, plus parking fees about 82 yuan, can run 400 kilometers. Whereas if you charge it with a home slow charger (0.48 yuan/kWh) it will only cost you 19.2 yuan, and there’s also no parking fees and an hour’s wait time.

“Buy an electric car is to save money, but, I really did not think that charging is too much trouble, often need to wait in line for a long time.” Lao Chen is also helpless about this.

Now there are friends around who want to buy new energy vehicles, the old Chen are quick to emphasize a sentence: “First ask the community can Ann charging piles, otherwise it would be better not to buy.”

“1 million who will come out”?

Lao Chen’s neighborhood is Huahan International, a high-end development in the Century Oriental City in South Mill Township, Chaoyang District, Beijing, which has been around for nearly a decade now.

Although the developer considered reserving wealthy capacitors when building, but with the increase in electrical equipment over the years, the wealthy capacitors have almost been used up. Wanting to install one or two more charging stations is difficult, let alone 50 or 60.

Look at the new car group of car friends keep showing off the Tesla charging fast and convenient, the old Chen once again went to the property.

The relevant personnel in charge of the property told Lao Chen, the State Grid’s surveyors have been here, according to the number of charging piles need to be installed now to increase capacity, at least 1 million yuan.

The parking spaces in the area are located in the negative ground floor, which are power facilities that belong to the property, not power points that belong to the power company. The property manager added that the initial assessment given by National Grid does not include the cost of bringing cables from the power distribution station to the underground garage.

“Who is going to pay for the $1 million?” The aforementioned manager provided a very realistic problem, the old Chen also open-mouthed.

This money certainly can not property out, the property does not have the funds, let the developer out is also almost impossible.

What about the owner of the charging station who shares equally?

Old Chen spontaneously formed in the owner’s WeChat group asked, we roughly calculated, if calculated according to 50 users, each household should pay down at least 20,000 yuan to use in the community power capacity. First of all, the cost is too high, secondly, for future owners who want to install charging stations should how to solve, is to let it hitchhike or prohibit it from joining?

Some homeowners have asked if National Grid can cover this cost. With the news that the National Grid is upgrading electricity equipment in certain older communities for free, will this capacity increase be in the National Grid’s plans?

China Fortune called the Century Oriental City hotline to find out that there are about 100 developments in Century Oriental City, which currently have no way to install private charging stations.

The reason is that the project is part of a development by the Chaoyang District South Mill Township government, and electricity is not yet included in the national grid (the community buys electricity from the electricity management station, which in turn buys electricity from the national grid). The meters and wires used in the community do not meet the national grid standards. As a result, it is very difficult to apply for additional capacity.

“If it needs to be included (in the national grid), it must be a regional retrofit. “A manager surnamed Liu explained to China Fortune, “The whole jurisdiction needs a circuit reconstruction, and every house needs to change its meter. It’s a very big project, and the exact time when it will be completed needs to be coordinated by higher authorities.”

Industry insiders told China Fortune that in the current situation, there is little hope that the district will be able to put in charging stations in the near future.

Nearly 40% of private electric parking spaces can not install charging stations

Difficulty in charging has become the biggest obstacle in front of more and more electric car owners.

Data from the China Electric Vehicle Charging Infrastructure Promotion Alliance (CECIPA) shows that by August 2020, there were 592,000 public charging piles and 790,000 home community charging piles in China, and 349,000 electric vehicles were not equipped with charging facilities, with the overall unallocated rate as high as 30.7%.

The main reasons for not building charging piles are: group users build their own piles, residential properties do not cooperate, and there are no fixed parking spaces in residential areas. These three factors account for 70% of the reasons for not constructing piling facilities.

Among them, the so-called residential property uncooperative to a large extent because of the capacitance increase is difficult to solve and the lack of parking spaces.

It is understood that 2,700 out of 12,000 residential districts in Beijing are old districts, with less than 0.5 parking spaces per household, and nearly 40% of private electric parking spaces do not have the capacitance to install charging piles at all.

A staff member who has been working in the property for more than a decade told China Fortune that in addition to the capacitance increase is a big investment, safety is also an important issue for the property. The installation of charging piles requires re-routing, and other owners are concerned about the safety of electricity.

In the spirit of “more is better than less” attitude, the current property owners to install charging piles generally hold a negative attitude.

In fact, including the old Chen, a number of interviewed owners know that the community property based on electricity safety considerations of the negative posture is “excusable”; but in their view, the root of the problem should be: how to increase the capacity of the community power capacity expansion, may have the cost of who to pay for.

“Orderly charging” can alleviate the urgent need

Charging pile and the promotion of new energy vehicles, is always a “chicken or egg first” no solution to the problem.

An industry insider said, the number of new energy vehicles will naturally increase to a certain extent to force the marketization of charging pile construction. But there are also people in the industry to raise objections, charging pile construction “turtle speed” run whether has to some extent hindered the development of new energy vehicles.

For charging pile construction slow, in fact, the national grid, some private charging investment construction and operators have also been looking for new solutions. It is understood that, at present, the national grid is Beijing, Shanghai, Zhengzhou and other places pilot “orderly charging”.

With the traditional fixed power charging pile is different, the orderly charging pile can according to the district electricity load flexible adjustment of output power. If the district electricity load is large, the charging pile will automatically reduce its output power, prioritize the protection of residential electricity; the other way around is to increase. In addition, when the grid load is too high, it can also realize the reverse supplement from electric vehicles to the grid.

Through the promotion of “orderly charging” technology, the power supply company has achieved some results by carrying out orderly charging pilot projects in Beijing West Baryzhuang and other communities. Both to meet the charging needs of car owners, but also to reduce the peak and valley power consumption difference of 58%, but also reduce the transformer load of 10%.

Pile technology company co-founder Cheng Lu Ming told China Fortune, “orderly charging” is the limited capacitors after scientific optimization, flexible, dynamic operation to meet the needs of more users. However, fundamentally still can not solve the problem of insufficient capacitance in the community.

For community owners like Lao Chen who want to install a convenient private charging station in their own parking space, it seems that a unified plan from the society and related organizations is needed and should be implemented as soon as possible.
