Retired 11 years Jiangxi former hall official was investigated had been involved in “wiretapping door”

On October 13, Liu Jiefu, former secretary of the party group and director of the Jiangxi Provincial Department of Land and Resources, was investigated for allegedly committing a “serious disciplinary offence”. Liu was investigated after 11 years of retirement. In addition, he was involved in the “wiretappinggate” incident.

According to public information, Liu Jiefu, now 72 years old, has served as deputy director and vice president of the office of Ji’an District Intermediate Court since September 1978; deputy secretary and mayor of Jinggangshan Municipal Committee; secretary of Jinggangshan Municipal Committee; member of Ji’an District Committee and secretary of Ji’an Municipal (County) Committee; deputy secretary of Yichun District Committee; deputy secretary and mayor of Jiujiang Municipal Committee; secretary of Jiujiang Municipal Committee and director of the Standing Committee of the Municipal People’s Congress; provincial Land and Resources Department Party Secretary and Director; retired in 2010.

During Liu’s tenure as director of Jiangxi’s Department of Land and Resources, he was involved in the “wiretappinggate” incident in the local officialdom.

The media reported that in early 2009, the Jiangxi Provincial Commission for Discipline Inspection forwarded Liu to a report on the Department of Land and Infrastructure, which came with a CD-ROM containing audio and video recordings of Liu’s conversations with people in his office. Liu believes he was wiretapped and asked the authorities to investigate.

The report said that the “eavesdropping door” was started by Xue Shiqiang, director of the Beijing Agricultural Development Survey and Planning Institute. At that time, Xue signed two planning and design contracts for comprehensive land reclamation projects in Xiangdong and Anyuan districts of Pingxiang City, Jiangxi in 2007. He was disgruntled by the management fees charged and collected evidence of the crimes committed by Zhao Jianning, then director of the Jiangxi Land Development and Finishing Center, and installed a miniature camera in his office.

As the investigation deepened, in March 2009, three deputy directors of the Jiangxi Provincial Department of Land Chen Aimin, Li Jianhua, Xu Jianbin was announced to investigate at the same time. Then the anti-corruption system in Jiangxi province began, when 15 officials above the department level were investigated, involving an amount of 20 million yuan (RMB, the same below).

In January 2010, Xu Jianbin was sentenced to 15 years in prison; in April, Li Jianghua was sentenced to life imprisonment; and in June, Chen Aimin was sentenced to 15 years in prison.

According to the investigation, from 2002 to 2009, Xu Jianbin repeatedly accepted bribes from design institutes, construction enterprises, auction companies and other units and individuals. Among them, only soliciting and accepting Beijing Fangdi Design Institute, Beijing Agricultural Development Design Institute President Xue Mou’s belongings of more than 1.45 million yuan, and even take the initiative to ask a business owner to buy a BMW car worth more than 500,000 yuan, plus more than 200,000 yuan of parking spaces for him.

At that time, Liu Jifu was not affected by the “wiretapping door”, to the age of retirement. Unexpectedly, 11 years later, he also fell from the horse.
