The China Discipline Inspection Daily, an organ of the CPC Central Commission for Discipline Inspection, reported on October 11 that the two presidents of the People’s Hospital in Laibin, Zhou Fang and Yang Wenbin, fell one after another, and 76 people in the local medical and health system were disciplined. The clue that led to this case was Zhou Fang’s kidnapping case.
On the night of Feb. 15, 2017, Zhou Fang was kidnapped to a cave in front of his home by Wei Shufeng, who had been the director of the Health and Planning Commission in Laibin, and two accomplices. They threatened Zhou Fang with hanging and beating and demanded 500,000 yuan, which was later changed to 100,000 yuan. They also asked Zhou to write an “accounting document” containing an admission of the fact of bribery.
In March 2018, three people were sentenced for robbery, and Wei Shufeng was sentenced to 12 years in prison.
The “account material” signed by Zhou Fang became the evidence of his bribery. According to the investigation, from 2003 to 2018, Zhou Fang served as vice president and president of the People’s Hospital of Laibin City, has received nearly 20 medical businessmen, a total of 18.106 million yuan, and another 9.39 million yuan of property can not be accounted for.
The report said that before each bidding, Zhou Fang will be close to the businessmen secretly “informed” equipment parameters, budget prices and other information, and asked the relevant departments in accordance with the equipment parameters of these businessmen agent manufacturers “tailor-made” procurement standards, invisible decision to win the bid The supplier, and then receive a large amount of benefit fees.
After winning the bid for medical equipment procurement, the agent to maintain long-term business, from the dean to the vice president in charge, to the department director, clinicians, have to play one by one, otherwise the hospital may soon use less or even do not use this equipment, subsequent orders are also difficult to ensure.
In April 2018, Zhou Fang was investigated and on May 20, 2019, Zhou Fang was sentenced to 13 years and 6 months in prison for “accepting bribes and unexplained sources of large amounts of property”.
On February 19, 2019, the president of the People’s Hospital of Laibin City, Yang Wenbin, was investigated and said, “At that time I was the vice president, he (Zhou Fang) was the president, I did not give me any opportunity, I knew he took the money, why not take it when it came to me?””
Eventually, the investigation of the case of Zhou Fang led to several cases involving dozens of people, the amount involved more than 50 million yuan.
According to statistics, the Guangxi medical and health system was investigated and dealt with more than 4,000 cases, involving hospitals at all levels and township health centers about 2,500 cases. The officials investigated and punished generally have the problem of “relying on medicine to eat medicine”, they seek benefits in the procurement of medical equipment, drugs, supplies and so on.
