Another Big Case at the National Energy Board: Deputy Director Under Investigation for Illegal Activities

The Central Commission for Discipline Inspection of the Communist Party of China (CCDI) and the State Supervision Commission (SSMC) announced on October 17 that they are conducting a disciplinary review and supervisory investigation of Liu Baohua, deputy director of China’s National Energy Administration (NEA), who is suspected of serious disciplinary violations.

Liu Baohua, 57, was promoted to deputy director of the NEA and a member of the party group in August 2017, and is in charge of the Electric Power Division, Nuclear Power Division, Market Supervision Division, China Nuclear Power Development Center, Dam Safety Monitoring Center and other subordinate agencies.

According to the Beijing News, in 2019, the CPC Central Committee’s inspection group pointed out that the bureau’s implementation of major deployments of the CPC Central Committee was unfavorable, the party’s internal political life was not serious enough, and there were various problems such as formalism and bureaucracy.

Five days before Liu Baohua’s downfall, he presided over a meeting to promote the national “Access to Electricity” service level improvement work.

China’s energy management system has been plagued by corruption cases in recent years. Before Liu Baohua, Wang Xiaolin, former party member and deputy director of the National Energy Administration (NEA), Nur Bekri, former deputy director of the National Development and Reform Commission (NDRC) and former director of the NEA, Xue Hu, former party secretary and director of the NEA Central China Regulatory Bureau, and Wang Genius, former party secretary and director of the NEA Northwest Regulatory Bureau, have been investigated.
