The Republican-composed House China Working Group introduced the China Working Group Act on Tuesday (Oct. 20), which provides a comprehensive legal blueprint on how to address the threat posed by China to the United States. At the same time, Republican Congressman Andy Biggs of Arizona introduced a resolution the same day calling China the greatest external threat to the United States.
The chairman of the House China Working Group, Rep. Michael McCaul, the chief Republican member of the House Foreign Affairs Committee, and other members of the working group, along with House Minority Leader Rep. Kevin McCarthy, introduced the China Working Group Act on Tuesday.
“The Chinese Communist Party’s malicious actions pose a generational threat that requires urgent action,” said Rep. McCaul of Texas. “We can no longer stand idly by as the Chinese Communist Party increases its military aggression, weaponizes its supply chain, and brazenly attacks the democratic values that underpin American society and global prosperity.”
The China Working Group Act is a comprehensive legislative blueprint that includes 137 bills and other provisions recommended by the China Working Group. Two-thirds of these measures have bipartisan support, and more than one-third have already been passed by either the House or Senate. The bills include the Countering the Malign Influence of the Chinese Communist Party Act, the Advancing U.S. International Leadership on 5G Act, the Taiwan Assurance Act, and the United Nations Transparency and Accountability Act, among others.
“Today marks another milestone in our efforts to hold China accountable – the introduction of the China Working Group Act will help us implement the report’s recommendations, which will help make our country more secure and self-sufficient,” Republican Rep. from California McCarthy said in a statement. He argued that the comprehensive blueprint put forward by House Republicans “is critical to deterring China’s dangerous behavior and ensuring America’s prominence on the world stage.
House Minority Leader McCarthy was referring to the report that the China Working Group released on Sept. 30 on how to deal with the Chinese threat. The purpose of the report is to recommend policy and legislative measures for Washington to comprehensively address the challenges from Beijing in order to reverse what is considered a “failed” strategy of engagement with China.
The House “China Working Group,” established in May of this year and composed of 14 Republican members from 11 different committees, is the leading think tank on China issues for congressional Republicans.
Also on Tuesday, Republican Congressman Biggs of Arizona introduced a resolution calling China “a neo-imperialist ambition to spread its power around the world. The resolution asks Congress to recognize that the People’s Republic of China is the “greatest external threat” to the peace, security, and stability of the United States; that the People’s Republic of China, regardless of its future leadership, is likely to remain a major competitor of the United States for decades to come due to its vast population and accumulated economic size and military capabilities; and .
This resolution urges Congress to support the Trump administration’s overall strategic approach to China, which is principled realism and a firm but measured approach to competitive engagement when U.S. national interests are at stake.
