Zhang Jian, former deputy director of Tianjin Public Security Bureau, was investigated

Zhang Jian, former deputy director of Tianjin Public Security Bureau, was investigated on May 14. He had worked with Wu Changshun, a giant corrupt and former public security chief of Tianjin, who was his boss.

On May 14, the CPC Tianjin Municipal Commission for Discipline Inspection and Supervision news said that Zhang Jian, former member of the party group and deputy district governor (at the bureau level) of the Tianjin Binhai New Area government, former deputy director of the Tianjin Municipal Public Security Bureau and former party secretary and director of the Binhai New Area Public Security Bureau, is suspected of serious disciplinary violations and is currently under disciplinary review and supervisory investigation.

In 2001, he entered the political and legal system and served as deputy secretary of the political and legal committee of the Dagang district party committee and director of the district comprehensive governance office; vice president, president and party secretary of the Dagang district court, vice president of the Tianjin high court and vice president of the Binhai New Area court.

After 2011, Zhang Jian has served as a member of the Standing Committee of the Party Committee, Deputy Director and Director of the Political Department of Tianjin Municipal Public Security Bureau, and Secretary of the Party Committee of Tianjin Public Security Police Vocational College.

After 2018, Zhang Jian became a member of the party group and deputy district governor of the Tianjin Binhai New Area government (at the level of bureau), while also serving as deputy director of the Tianjin Public Security Bureau and secretary of the party committee and director of the Binhai New Area Public Security Bureau.

According to land media reports, many people in Tianjin’s political and legal system have recently fallen off the horse. In April this year alone, Cai Peilin, former party secretary of Tianjin Public Security Police Vocational College, Zhang Lincai, former president of Wuqing District Court, and Sun Baoshun, former member of the Standing Committee of Jinan District Committee and former secretary of the Political and Legal Committee, were investigated.

Among them, Cai Peilin was a political commissar of the Tianjin Municipal Prison Administration, a member of the party committee and director of the political department of the Tianjin Public Security Bureau in 2014, working with Zhang Jian in the same team, succeeding Zhang Jian as secretary of the party committee of the Tianjin Public Security Police Vocational College in 2018, and was removed from his post in April this year.

The other officials who have fallen in Tianjin since the 18th CPC National Congress are: in July 2014, Wu Changshun, deputy secretary of the Political and Legal Committee of the Tianjin Municipal Committee, was investigated; in December 2018, Tong Xin, a police officer at Jingwu Police Station of the Xiqing Branch of the Tianjin Public Security Bureau, was investigated; in April 2019, Yang Yunsheng, then researcher and deputy director of the Hexi Branch of the Tianjin Public Security Bureau, was investigated.

Among them, Wu Changshun is Zhang Jian’s former top boss, Wu Changshun served as deputy secretary of the Tianjin Municipal Party Committee’s Political and Legal Affairs Committee, party secretary of the Municipal Public Security Bureau and director for nearly 10 years, and was sentenced to a suspended death sentence and life imprisonment without the possibility of commutation or parole in 2017. Officials accused Wu Changshun of corruption of more than 538 million yuan.
