The Central Committee of the Communist Party of China (CPC) introduced at a press conference on Friday the contents of the Fifth Plenary Session of the CPC Central Committee, that the post of Director of the Central Policy Research Office will no longer be held by Politburo Standing Committee member Wang Huning, but will be taken over by Jiang Jinquan. There is concern about whether Wang Jinquan will succeed Wang Huning as Politburo Standing Committee member at the 20th National Congress in two years, but according to the CPC’s promotion practice, the chances are slim.

The CPC Central Committee held a press conference this Friday morning, which was attended by Wang Xiaohui, vice minister of the Central Propaganda Department in charge of daily work, and Jiang Jinquan, director of the Central Policy Research Office, among other officials, according to the official website of the State Council. Some have suggested that the departure of Wang Huning, who has traditionally served as director of the CPC Central Policy Research Office (CPU) and is also a member of the Politburo Standing Committee, is a sign that the top leadership of the Communist Party of China (CPC) is in the midst of a top-level staff turnover.

Wang, who served as director of the CPR Office for 18 years and has served as a veteran of three CPC dynasties, is seen as the “political make-up artist” for several leaders, responsible for designing their theoretical foundations for governing.

Gao Yu, an independent media personality in Beijing, said in an interview with Radio Free Asia on Friday that the post of director of the Central Policy Research Office is certainly important if it is included in the top decision-making level: “If it really is included in the Xi system, of course it’s an important step. Wang Huning was not the director of the Central Policy Research Office during the Jiang era. His (Wang Huning’s) successor must be valued by Xi, otherwise he would not have come up.”

Jiang Jinquan still not in CPSC at 61, limited room for promotion

Jiang Jinquan graduated from the Huazhong University of Science and Technology with a PhD in economics. As Deputy Director of the Central Policy Research Office since April 2013, Jiang Jinquan is known as an authority on the CCP’s party building field and has accompanied Xi Jinping to many internal events.

Like his predecessor, Wang Huning, Jiang Jinquan has worked to glorify the political ideology of the CCP leadership, publishing, for example, “A Study of Jiang Zemin’s Party Building Ideology” during the Jiang Zemin era, “On the Theoretical System of the Scientific Outlook on Development” during the Hu Jintao era, and “Study of Xi Jinping’s Theory of Party Building and Action Guide for Comprehensive Strict Party Governance” during the Xi Jinping era. Since Jiang Jinquan is not yet a member of the CPC Central Committee, according to the promotion practice within the CPC, at the age of 61, there is no room for him to rise again even if he is promoted to the Central Committee at the 20th CPC National Congress in two years’ time, in other words, the chances of Jiang Jinquan replacing Wang Huning in the Politburo Standing Committee at the 20th CPC National Congress are minimal.
