Another letter from a census taker in Yueyang City, Hunan Province, reads: “Dear leaders, I am a community census taker in Qu Yuan Management District. Through my communication with other census takers, I learned that the population of the Qu Yuan Management District is simply a false number, the population on the register greatly exceeds the actual population, this is to allow the district to reach a certain population base, the specific purpose of what we can not know.
