During last spring’s emergency declaration, the government and experts set the goal of “reducing human contact by 80% or at least 70%”.
At a press conference, Kan called for “the need to control the spread of the virus by focusing on effective countermeasures in the short term.”

In the four areas where the emergency declaration was implemented, large facilities where customers gather, such as department stores with more than 1,000 square meters, were required to close except for the sales area of essential goods, and in some areas, restaurants serving alcohol and karaoke were required to close, while public transportation, such as subways and buses, were required to reduce the frequency on weekends and holidays and advance the last bus on weekdays. For events held indoors, such as professional baseball, a no-spectator approach is used in principle.
In addition, attention was drawn to behaviors that pose a high risk of infection, such as group drinking in parks and on roads, and the implementation of telecommuting was requested to be strived for at least 70%, and paid leave was also urged to be obtained during long holidays.
