U.S. Army general recalls meeting with Fang Fenghui twice

According to sources, Fang Fenghui and Zhang Yang plotted to use the same tactics used to capture the Gang of Four in 1976 to control Xi Jinping, but the plot was exposed.

Recently, retired U.S. General Joseph Dunford recalled two meetings with Fang Fenghui, a former member of the Chinese Communist Party’s military council, on the eve of his fall. Fang Fenghui, a tiger in the Chinese Communist Party, was allegedly the top horse of Guo Boxiong, a close associate of Jiang Zemin, who was sentenced to life imprisonment two years ago.

The first contact between Deng Fu and Fang Fenghui

Recently, U.S. media outlet “The Wire China” published an article by General Dunford, referring to his two contacts with Fang Fenghui, the first of which was the U.S.-China Diplomatic and Security Dialogue in May 2017.

Both sides sent heavyweight officials, Dunford said. The U.S. side was represented by then-Secretary of State Mike Pompeo, Defense Secretary Jim Mattis and himself as chairman of the Joint Chiefs of Staff. As for the Chinese, he mentioned Fang Fenghui as “one of the representatives” who came.

Dunford said the opportunity for this dialogue was planted at the “Trump-Xi meeting” at the Sea Lake estate in April of the same year. At that time, the talks went well, with Trump and Xi spending long hours together, sipping tea, having lunch, walking and talking together.

The agenda was also quite clear: Trump (Trump) wants to narrow the huge U.S. trade deficit with the Chinese Communist Party and monitor Chinese companies trading with North Korea in order to stop the North’s nuclear missile program.

Xi, on the other hand, wants to stabilize bilateral relations and ensure that he can focus on leading the planned reshuffling of the Communist Party’s top brass at the end of the same year.

The two sides also “did some business” and agreed to establish a comprehensive U.S.-China economic dialogue. The talks also agreed on a series of dialogues, including a “diplomatic and security dialogue.

At the time, Trump said his staff had “one-on-one” communication with their Chinese counterparts.

The media found that Fang Fenghui, who accompanied Xi to the United States, had a conversation with then-U.S. Defense Secretary Mattis. This shows the importance Xi Jinping places on Fang.

Dunford revealed that Xi told him personally at the time that one of the biggest outcomes of the Trump-Xi meeting was a consensus that the military-to-military relationship between the U.S. and China would be a stabilizing factor in the overall relationship.

This led to Dunford’s visit to China in the fall of the same year to work out the details of the military-to-military relationship, and also brought him into contact with Fang Fenghui again.

Dunford’s Second Contact with Fang Fenghui

On August 15, 2017, Dunford embarked on a three-day visit to China and received a high-profile reception.

On the first day of his visit, Dunford met with Fang Fenghui and signed the Framework Document on the Joint Staff Dialogue Mechanism between the U.S. and Chinese military. It was a “productive meeting,” Dunford said.

Dunford also revealed the Chinese Communist Party’s way of running things: You don’t know what the next high-level meeting will look like until after the preliminary meeting. The Chinese side has to judge whether the high-level meeting is worth the time.

On his last day in China, Dunford waited for the “high-level meeting. Fang Fenghui told him he had a surprise – Xi Jinping would meet with him.

Up until then, Fang Fenghui was still involved in all the established matters, but a few days later, on August 26, he was replaced as chief of staff of the Joint Staff of the Central Military Commission by Li Zuocheng.

Fang Fenghui’s sudden fall

In August of the same year, Fang Fenghui and Zhang Yang, the former director of the CCP’s Political Work Department, were taken down as “remnants” of the fallen Xu Caihou and Guo Boxiong, the former vice chairmen of the CCP’s military commission, who “hanged himself” on November 23 of the same year.

On Jan. 9, 2018, the official announcement was made that Fang Fenghui had been transferred to the military procuratorial authorities for allegedly offering and accepting bribes. On Oct. 16 of the same year, officials announced the results of the review of Zhang Yang and Fang Fenghui, both of whom were expelled from the Communist Party and stripped of their military status and rank of general.

Among them, Fang Fenghui, suspected of serious crimes, was sent for review and prosecution. As Zhang Yang had “hanged himself,” the briefing denounced Zhang Yang’s attempt to escape punishment by committing suicide and announced the recovery of his property involved in the case.

On February 20, 2019, Fang Fenghui was sentenced by a Communist Party military court to life imprisonment, deprivation of political rights for life, confiscation of all personal property, and recovery of stolen funds and goods for the crimes of accepting bribes, active bribery, and unexplained origin of a large amount of property.

The Chinese government’s military power has been under the control of Jiang Jinping.

In the past, military power was held by Jiang Zemin’s group, who served as chairman of the military commission from 1989 to 2004. Before Jiang stepped down, he promoted his inner circle, Guo Boxiong and Xu Caihou, to hold military power for him, hollowing out Hu Jintao’s military power. The two have been in the military for nearly 20 years, selling officials and titles, wholesale generals’ ranks, and the party is spread across all levels of the military.

The company’s main business is to provide a wide range of products and services to the public. The army has been carrying out a thorough purge of Guo Xu’s residual poison after the two men fell.

The Hong Kong media Chinese magazine previously disclosed that after the fall of Guo Boxiong and Xu Caihou, Fang Fenghui and Zhang Yang have secretly resisted Xi Jinping’s “purge of Guo Xu’s legacy” and protected their old minions, causing Xi’s discontent and intending to let them retire early.

The two are also dissatisfied with Xi, so they conspired to stage a military coup before the 19th National Congress, but the secret was leaked and they were arrested one after another, ending the military conspiracy.

Since the 19th CPC National Congress, officials have repeatedly named Xu Caihou, Guo Boxiong, Bo Xilai, Zhou Yongkang, Ling Plan, Sun Zhengcai and others as “conspirators to usurp power. But there is no mention of Fang Fenghui and Zhang Yang’s involvement in the coup.
