Beijing executives were sentenced to 24.96 million in bribes, housing construction commission officials hid millions of cash in their homes

On April 21, the criminal verdict against Zhang Nongke was made public by the Communist Party’s Beijing Court Trial Information Network, showing that the authorities handed down a first instance verdict against him on November 23, 2020.

Zhang Nongke was accused of seeking benefits for other units and individuals in matters such as project contracting, equity sales, and personnel arrangements while serving as a member of the Beijing Municipal Construction Committee, deputy director of the Beijing Municipal Housing and Construction Committee, and general manager of the Beijing Sanitation Group between 2005 and 2019. Zhang Nongke, alone or in collaboration with his cousin Liu Jun, received bribes totaling 24,962,300 yuan.

Zhang Nongke has 12 criminal facts, the bribe object includes nearly 20 enterprises in charge, and the project involved is not only limited to Beijing, but also Shaanxi, Gansu and other places.

In 2005, Zhang was transferred to the former Beijing Municipal Construction Committee and became deputy director of the Beijing Municipal Housing and Construction Committee in 2009 and deputy secretary of the party committee and general manager of Beijing Sanitation Group in 2014.

In addition to his extra-public position, Zhang Nongke has another identity: a well-known lyricist who has written lyrics for a number of singers’ songs.

On May 6, 2019, Zhang Nongke was investigated. on December 10, 2019, Zhang Nongke was double-opened.

The official notice of the CPC said that Zhang Nongke confronted the review; used public vehicles for private purposes, accepted gifts, gratuities and banquets; ran businesses in violation of the law and sought benefits for his children’s business activities; had inappropriate sexual relations with others; sought benefits for others and received other people’s property in a particularly large amount, and other charges.

Recently, the Chinese Communist Party procuratorial website published the indictment of Zhou Shuo, a staff member of the Beijing Municipal Housing and Construction Commission. Caixin.com reported that the indictment disclosed details of this “huge corruption of a minor official” but omitted specific information about Zhou’s employment.

Zhou worked at the Comprehensive Service Center of the Beijing Municipal Housing and Urban-Rural Development Commission before the case. He was detained on June 10, 2020, on suspicion of bribery, and later confessed to receiving money from others and to keeping large amounts of cash at his home and spending large amounts on investments.

The report quoted an insider at the Beijing Municipal Housing and Construction Commission as saying, “Zhou Shuo has ‘gone in’.

Zhou Shuo was charged with the crime of unexplained source of large amount of property, which in addition to pointing to a total of 12.9794 million yuan in cash stored at his home, also included 3 million yuan in investment expenses in the name of another person to a Beijing trading company between December 2016 and July 2017.

In addition to the actual proceeds of the bribery crime of 1.893 million yuan, there is still a total of 14.0864 million yuan of property and expenses that Zhou Shuo could not indicate the source.
