The letter explains the objective situation of foreign trade merchants in Yiwu can not dominate the channels for receiving and paying for goods, and suggests that public security in the field to give “full understanding”, strict evidence in the law enforcement process, do not arbitrarily seize the funds of legitimate business operators, even if the relevant evidence, it is recommended that only suspected stolen money, do not continue to freeze merchants’ accounts.

The letter also warned that Yiwu Public Security is willing to cooperate with the law enforcement activities of local public security, but does not support “excessive law enforcement, selective law enforcement”, and will be held accountable for “situations with fault”.

The land media reported that Yiwu merchants’ accounts were frozen by foreign public security incidents, which have been occurring intensively over the past year. There are hundreds of foreign trade merchants in the online WeChat group to discuss solutions, they call each other “frozen friends.

The report said that foreign trade merchant accounts are frozen for a variety of reasons, they receive foreign trade payments allegedly involved in Internet gambling, underground money, fraud groups money laundering, etc. Most accounts are frozen for several months, the final result is often the amount of money involved in the case was the court of the place of detention, only a very small number of applications can be thawed successfully. Yiwu is only a county-level city, the right to speak is not high, for similar cases, Yiwu official and foreign government “communication” often ends in vain.

Some Yiwu merchants said that business only sell goods to collect money, as to whether the money received from gambling accounts or fraudulent gangs, merchants simply can not tell, so question the official direct confiscation of their payments unreasonable.

The land media reported that many foreign trade merchants because of financial pressure, it is difficult to dominate the way to collect money from foreign merchants, and because foreign merchants to avoid taxes only in the customs declaration part of the payment, as well as third world countries merchants by the United States sanctions and other factors, many payments can only be made through a third party.

These accounts were frozen in different situations, some were frozen for a few days, some for nearly a year; some were directly deducted, some were forced to pay 15% of the frozen amount to unfreeze the funds, some were required to pay administrative penalties, etc. Some accounts have even been frozen as many as seven times by the public security of different regions.

In addition to freezing foreign foreign trade merchants, local governments also demand “ransom” from foreign enterprises by way of “off-site filing”.

The outside world questions that a police station chief does not have such power and that the real reason is “cross-border robbery” by the local government.
