On April 4, Wang Cragging, the wife of Li Heping, a lawyer in China’s “709 case,” also shared the video on Twitter, saying that the victim was a relative of her good friend. She also revealed the name of the public security officer handling the case.

The video shows a man in black getting out of his car and walking normally, and looking around to see if there are any passing cars. But soon, a white SUV rushed, arrived behind the man in black began to slow down, and then straight to the man knocked to the ground. The time shown on the video is around 9 a.m. on March 22. The video caption says that the incident took place in the courtyard of the Xiaowuji Village Committee in Chaoyang District, Beijing, and that the person who hit the man was the deputy village chief, Fei Liqiang, who was arrested after the incident but was released on bail the same day on the grounds that he had diabetes. The victim was taken to hospital with five fractures to his thoracic vertebrae and ribs, but was identified as having “minor injuries”. The police officer in charge of the case said, “Everywhere according to the law, go to sue if you don’t like it”.

On April 6, Wang Cragging also forwarded a tweet from a person suspected of being in the know that the injured man had been lying in the hospital for 16 days and that Fei Liqiang had not paid a single penny of medical expenses. According to a report by the mainland media on the 6th, Fei Liqiang claimed that he previously worked with the injured person in the neighborhood committee and had been verbally abused by the injured person several times. But the wife of the injured Hu Wanluo, the uploader of the video, Ms. Zhai said, from the incident until now, Fei Liqiang has not been to the hospital to visit the injured.
