A few days ago, a video of a deputy village chief in Beijing hitting a man with his car and getting out of the car to kick him in the head went viral. The news said that the injured person had multiple fractures but was identified as “lightly injured”, and the deputy village head went home on bail that day, with the public security officer handling the case threatening to “sue if you don’t like it”.
On April 4, Wang Cragging, the wife of Li Heping, a lawyer in China’s “709 case,” also shared the video on Twitter, saying that the victim was a relative of her good friend. She also revealed the name of the public security officer handling the case.
The video shows a man in black getting out of his car and walking normally, and looking around to see if there are any passing cars. But soon, a white SUV rushed, arrived behind the man in black began to slow down, and then straight to the man knocked to the ground. Then a man and a woman got out of the car to see, the man also used his foot to kick the fallen man’s head.
The time shown on the video is around 9 a.m. on March 22. The video caption says that the incident took place in the courtyard of the Xiaowuji Village Committee in Chaoyang District, Beijing, and that the person who hit the man was the deputy village chief, Fei Liqiang, who was arrested after the incident but was released on bail the same day on the grounds that he had diabetes. The victim was taken to hospital with five fractures to his thoracic vertebrae and ribs, but was identified as having “minor injuries”. The police officer in charge of the case said, “Everywhere according to the law, go to sue if you don’t like it”.
Wang Cragging said in a Twitter comment, “I used to know that the village chief embezzled more than 100 million, but now I know that the deputy village chief is even more bullish, after hitting people with his car, he also came down and kicked them hard!
On April 6, Wang Cragging also forwarded a tweet from a person suspected of being in the know that the injured man had been lying in the hospital for 16 days and that Fei Liqiang had not paid a single penny of medical expenses. At the same time, the above video has been deleted on the mainland WeChat, microblogging, police also went to the hospital to threaten the injured family: “The news and video you posted on the Internet is false, we will deal with it according to the law after we find out the truth!”
According to a report by the mainland media on the 6th, Fei Liqiang claimed that he previously worked with the injured person in the neighborhood committee and had been verbally abused by the injured person several times. He also claimed that he did not intentionally hit the person, kicked him on impulse, and was willing to bear the cost of treatment and compensation.
But the wife of the injured Hu Wanluo, the uploader of the video, Ms. Zhai said, from the incident until now, Fei Liqiang has not been to the hospital to visit the injured.
Ms. Zhai said the police station claims to have opened a case, and it is a criminal case, but she has not seen the notice of filing or other basis for filing.
She said it was unclear whether the injured person was in conflict with the perpetrator, but she questioned why the injured person was unattended at the hospital and the person who intentionally injured him was out and about freely.
The video has sparked concern on the Internet. Netizens have questioned that the village officials are intentionally hitting people. Some people lament that a small village official can be so lawless, it is really the people’s sorrow. Others questioned, “How can such a government not collapse?
