Multinationals threaten to pull out of some operations as mainland removes tax exemptions for foreign employees

The American Chamber of Commerce in Shanghai (AmCham Shanghai) survey shows that more than 1 in 3 multinational companies surveyed in Shanghai are considering relocating some of their operations out of the city or even China when the benefits expire next year.

According to the survey, which was conducted in March of this year and interviewed a total of 102 companies, nearly 70 percent of respondents said the new policy would make it more difficult and burdensome for them to recruit talented foreign talent to Shanghai, and that the impact on Shanghai’s status as a major business center in China should not be underestimated.
