The Stop Forced Organ Harvesting Act has the following five implications.

  1. Authorizes the U.S. government to deny or revoke the passports of people who purchase illegal human organs.
  2. Requires the U.S. Department of State to issue an annual report on the status of foreign organ harvesting. This report would be responsible for identifying the persons and entities responsible for organ harvesting.
  3. Requires the State Department to provide annual reports on the training of organ transplant surgeons provided by U.S. institutions to foreign institutions involved in the harvesting of human organs.
  4. prohibits the export of organ transplantation surgical equipment to institutions of entities involved in the forcible harvesting of human organs
  5. Impose sanctions on foreign officials and entities that participate in or support the forced harvesting of human organs.

Edwin J. Feulner, president and acting CEO of the Washington-based organization Victims of Communism (VOC), said, “Sponsoring the Stop Forced Organ Harvesting Act is an important step in holding accountable those who commit the horrific crime of forced organ harvesting. The bill is an important step toward holding those who commit the horrific crime of forced organ harvesting accountable.”

“We call on the U.S. Congress to quickly pass this bill to combat organ trafficking and human trafficking worldwide.”

“Our organization’s research shows that the Chinese Communist Party‘s systematic practice of forced organ harvesting is shocking, extremely evil, and unprecedented in scale. The United States must act to examine, condemn and help stop these blatant human rights abuses.”

David Matas, a leading human rights attorney and co-founder of the International Coalition to End Organ Abuse in China (ETAC), said, “How do you stop the Communist Party from killing innocent people to obtain organs? Exposure, for sure, is one of the ways.”

“Compared to other countries around the world, the obvious mistakes of the Chinese Communist Party on the subject of organ transplants are becoming more apparent.” “This bill is important because in stark contrast to what the Chinese Communist Party (has done), this bill is not only aimed at the Chinese Communist Party, but also includes other countries around the world.”

In 2019, the Independent International People’s Tribunal, also known as the China Tribunal, chaired by British barrister Sir Geoffrey Nice QC, evaluated all evidence of forced organ harvesting from Chinese prisoners of conscience Sir Geoffrey Nice QC Sir Geoffrey Nice QC led the prosecution of former Yugoslav President Slobodan Milosevic before the International Criminal Court.

“The International Coalition to End the Abuse of Organ Transplants in China (ETAC) said, “The Tribunal held a public hearing in which more than fifty witnesses testified. The tribunal analyzed extensive documentary evidence, including studies of publicly available data on organ donations that were deliberately falsified by the CCP to help it conceal its murderous practices against innocent people – primarily peaceful Falun Gong practitioners – to support the massively profitable trade in human organs.”

In March 2020, the Independent People’s Tribunal issued its final written verdict, making the following conclusion: “(Live) forced organ harvesting has been occurring on a large scale throughout China for many years, and Falun Gong practitioners are one of – and probably the main – -source of human organs.”

“The International Coalition to End Organ Transplant Abuse in China (ETAC) said the court’s decision is the first-ever independent legal analysis of all the evidence regarding the forced harvesting of organs from Chinese prisoners of conscience.
