Xinjiang, which has been internationally condemned for human rights abuses, has been one of the highlights of this year’s “two sessions” of the Communist Party of China (CPC) National Congress. The day before yesterday, presiding over a meeting of the Xinjiang delegation, Chen Quanguo praised CCP General Secretary Xi Jinping for creating “two miracles,” or what he called “rapid economic development and long-term social stability.
According to official media reports, the National People’s Congress (NPC) held two days of panel meetings to consider the government’s work report, the 14th Five-Year Plan and the draft outline of the 2035 Vision, but none were open to foreign media.
Chen Guanguo, a member of the Political Bureau of the CPC Central Committee and secretary of the Party Committee of the Xinjiang Uygur Autonomous Region, said during the deliberations of the Xinjiang delegation that he “fully agrees with the government’s work report”. He also said that Xi Jinping’s core had created a new chapter of “two miracles”, and so on.
Checking the Internet, Chen Quanguo mentioned the so-called “two miracles”, which he spoke about at a meeting in Xinjiang in November 2019.
Chen, 65, began his tenure as the Communist Party’s top leader in Xinjiang in August 2016. He has been accused of iron-fisted crackdowns on Uighurs in Xinjiang and was targeted for sanctions by Washington while being rewarded by the Communist Party for his entry into the Politburo.
The U.S. Treasury Department announced last July 10 that it had placed four former and current CCP officials, including Chen Quanguo, former Xinjiang Political and Legal Committee Secretary Zhu Hailun, Xinjiang Public Security Department Director Wang Mingshan and former Xinjiang Public Security Department Party Secretary Huo Liujun, and the Xinjiang Public Security Department on the sanctions list, citing serious human rights violations involving minority communities in Xinjiang and in accordance with Executive Order 13818 issued by President Trump in December 2017 The sanctions include the freezing of the above-mentioned officials’ salaries and expenses. The sanctions include freezing the assets of these individuals in the United States and restricting their entry into the United States and that of their immediate Family members.
On January 19, 2012, Secretary of State Pompeo issued a statement on behalf of the U.S. Department of State formally announcing that the U.S. had found the CCP guilty of “genocide” and “Crimes Against Humanity” against the Uighur and other Muslim minorities in Xinjiang.
