Changed Deng Xiaoping’s definition of patriotism and introduced the “New Black Five” in Hong Kong

The National Association for the Study of Hong Kong and Macau held a seminar in Beijing yesterday morning (22nd), and Xia Baolong, director of the Hong Kong and Macau Affairs Office, delivered a speech. It also pointed out that the heads of the executive, legislature, judiciary and important statutory bodies should be truly patriotic and not occupied by anti-China elements. The late Chinese Communist leader Deng Xiaoping once said that Hong Kong people must love the country, but not necessarily the Communist Party of China, that is, love the country but not the Party.

First, patriots must safeguard national sovereignty, security and development interests, and do not engage in activities that endanger national sovereignty and security; attacking the central government, openly advocating “Hong Kong independence”, asking foreign countries to impose sanctions or pressure on Beijing and the Hong Kong government, etc. are not patriots.

In the second point, Xia Baolong explicitly said that the CPC is the founder and leader of “one country, two systems”. This means that those who oppose the Communist Party do not meet the definition of “patriot”.

Xia also identified the “New Black Five” in Hong Kong as follows

But Xia’s definition is clearly against Deng Xiaoping’s instructions. Deng used to say that Hong Kong people must love the country, but not necessarily the Communist Party of China, but Xia Baolong reinterpreted Deng’s statement, saying that Deng’s standard of “patriots” only refers to the situation in Hong Kong “before the reunification,” emphasizing that the Communist Party of China is the leader of socialism with Chinese characteristics, and is the leader of “one country, two systems. He stressed that the CPC is the leader of socialism with Chinese characteristics, the founder of the “one country, two systems” policy and the leader of the “one country, two systems” cause, and cannot support one country, two systems and oppose the Communist Party.
