Ryu Sung-ho, who said this, was born in 1963, is of Korean origin and a native of Longjing, Yanbian Prefecture, Jilin Province. He used to be a private entrepreneur, but he was extorted hundreds of properties and land by Zheng Yonghu, deputy director of Jilin Yanbian Public Security Bureau, and was framed as a “drug addict”, “fraudster” and “wanted criminal He was also framed as a “drug addict”, “fraudster”, and “wanted criminal”, and ended up with his wife separated and homeless.

However, Liu Chenghao did not fall down from persecution, he came forward to report Zheng Yonghu, to clear his own injustice, to seek justice.

Open construction company business smoothly do not know the darkness of the disaster

In December 1999, has been engaged in the construction industry, Liuchenghao set up the stand pine construction limited liability company, with nearly 300 employees.

Riding on the east wind of real estate, his company grew bigger and bigger, and by 2004 had won the provincial and state excellent construction project for three consecutive years, and passed the international ISO quality certification, becoming a well-known excellent enterprise in Jilin Province.

Liu Chenghao said, “At that Time, my daughter also went to university, my wife and I were very much in love, and the Family was very happy.”

He did not notice that a big disaster had crept up on him.

In 2003, the then Standing Committee of the Longjing Municipal Committee, Secretary of the Political and Legal Affairs Committee and Secretary of Public Security Zheng Yonghu twice found Liu Chenghao, let his company to build the Longjing Public Security Bureau security detention center. Liu Chenghao knew that the Public Security Bureau had a previous history of reneging on its debts, and refused the request one after another. “He then lost face, and then he started to fix me.”

In the same year, Zheng Yonghu came to the door for the third time, saying that there is a special allocation from the State Ministry of Public Security, never default on the project. Liu Chenghao finally agreed to complete all the basic works of the security detention center at the end of the year, and built the Longjing Public Security Bureau Anmin Police Station at the end of 2004, which was delivered in 2005.

However, he did not receive a total of more than one million RMB for the two locations.

During the same period, Liu Chenghao’s company also developed a commercial residential building on the north side of the Longjing City grain depot. Zheng Yonghu approached him again to buy 200 residential units for the police on behalf of the Public Security Bureau.

“At that time, I agreed because the construction money for the two projects of the Public Security Detention Center and the Anmin Police Station was not given, and I was working capital to give them 200 sets if I could collect 30 percent of the house payment.” Liu Chenghao said.

However, Zheng Yonghu again broke his word.

In 2006, Liu Chenghao delivered seven police apartment buildings, in exchange for what was actually a trumped-up charge.

He said, “On July 17, 2006, around 1 p.m., three criminal police officers from the Longjing Public Security Bureau found me, and I thought Zheng Yonghu had come to pay me back for the project. Instead, the interrogators escorted me to the office of the Longjing Public Security Bureau’s Criminal Police Brigade on the grounds that I was cooperating with the investigation of the case. The interrogators told me that I was suspected of defrauding the Hunchun City security door factory of money totaling more than RMB 130,000.”

According to Liu Chenghao told the company due to Zheng Yonghu defaulted on the project payment caused by the broken capital chain, but also owes the security door factory about 40,000 yuan of payments. But the two companies have been cooperating smoothly for many years, the flow of accounts have nearly one million yuan, the arrears have also been negotiated with the head of the security door factory, get the project money immediately after the settlement.

He said, “I said to the case officer: please call the person in charge of the security door factory in Hunchun City clear in person, and then, I went to the company to sell assets to 40,000 yuan back to the other side also line. The case officer ignored me.”

In the absence of legal procedures, Liu Chenghao was taken away by the public security, two days later was detained in criminal detention for “misappropriation in kind and contract fraud”, held in Longjing City Detention Center.

“At this point I realized that there was something wrong.”

Zheng Yonghu grabbed the land

The plot of land that Yoo Sung-ho took north of the Longjing grain depot was worth about 13 million yuan at the time and could have been developed into 600 units of commercial housing.

Before the accident, the company had already completed 339 units, and the latter phase of the houses had been moved.

In early July 2006, Zheng Yonghu called Liuchenghao to his office alone and asked him to transfer the whole plot of land to himself without compensation.

“I have no right to give you let, and I do not want to give you let. Two or three minutes he also glared, and I did not speak, finished nothing I left.” Liu Chenghao said, “As soon as I got up and turned to go, he pointed his finger at me and said: you certainly did not end up well. This is what he said personally, and within a few days I was put in the whole thing.”

After being detained, at 10 p.m. on August 11, 2006, Zheng Yonghu went to the detention center to find Yoo Sung-ho and again offered to let him transfer the police apartment in his name and the right to use the land at the location to the Public Security Bureau.

After being refused, Zheng Yonghu said “the contract is signed, give you two million, release you out”. It dragged on until 1 a.m., and Liu Chenghao did not agree.

On August 13, Longjing Public Security Bureau deputy director Zhao Honglei to talk to Liu Chenghao; 16, the criminal police brigade captain Li Nanzhe to talk; 17, the economic investigation brigade captain Quan Shengtie and stands pine company superior unit of three decision makers of the group to talk, the purpose is exactly the same as Zheng Yonghu.

On August 18, Longjing City Procuratorate issued an arrest warrant for the official arrest of Liu Chenghao.

Three days and three nights of brutal handcuffs 19 hours in solitary confinement for 47 days

As a result of not admitting “guilt”, Liu Chenghao was mentioned on September 16, 2006, Longjing City Public Security Bureau Interpol building.

He recalled, “three days and three nights without a meal, began to torture to extract a confession, let me say to the municipal party secretary, the mayor of the gift situation. I said you have nothing to do with this case, I have the right to refuse to answer. Then started to beat me for three days and three nights…”

“(They) two people a group, a group (shift) four hours, with fists, sticks, leather shoes, people simply can not think of things to me whole.”

“I was not stripped naked when I was beaten, and a blood pressure meter was placed next to me. I fainted, to measure a blood pressure, after a period of time all right to play again, all right to play again, so play three days and three nights ah.”

On the morning of September 19, Liu Chenghao came out of his coma. His mouth was extensively ulcerated, his teeth were missing three, and his left middle finger was in severe pain and immobile (later diagnosed as a comminuted fracture). The case officer told him, “If he doesn’t sign, the next step is to gouge out both of his eyes.

On the same day, after being escorted back to the detention center, Yoo was handcuffed to the bars in front of more than 150 detainees. His “arms and legs were hung up, and his body was hung like a big character for 19 hours.

“Then at night, they shone that big light on me and let the mosquitoes bite me. Once every 10 minutes, the correctional officer would come out to see if I was breathing, and if I was breathing, I would turn around and go back in, and I started hanging around 1:30 p.m. and was released at midnight.” He said.

The torture was still not over. For the next 47 days, Yoo was handcuffed and shackled 24 hours a day in solitary confinement.

He recalls that the cell was monitored, there was no bed and he slept on the floor. For the first 13 days, he couldn’t eat anything because his mouth was smashed and he had to drink water to stay alive.

“Wear shackles and handcuffs to the toilet stool, hands can not wipe the buttocks, before going to bed at night, the waist can not get up, shackles and handcuffs are linked, the waist can not stand straight, lying also can not be straight.” “It’s not like a human being.”

After being released from confinement, Yoo Sung-ho could not have a normal rest time like ordinary detainees. He said, “When I slept, a kid (murderer) was on duty, and if I snored, I was thumped by him, and I said I didn’t snore at all. They are specially scheduled to keep me from resting and torture me. That year, I did not have a good day’s sleep.”

“The Life of the people inside is a fly in the ointment.”

Yoo Sung-ho also disclosed that “the life of a person inside (the detention center) is (like) a fly.” During his incarceration, he witnessed two lives being lost.

One was a man who had committed rape. “The first day he came in, the inmates disliked his head on the corner and gave him (injuries) into a vegetative state. The Longjing Public Security Bureau arranged people to care for him for two years, and finally died in the hospital. After his death, his daughter-in-law’s mental state is not the same as a normal person (with problems), she will not sue, nor will she administer justice, can not say anything, it will not be settled.”

The other was a North Korean citizen. Because he had no money, he was given only rice ballast to eat during the months he was imprisoned and was so thin that he was skin and bones. Someone in the same room couldn’t stand it, so they gave him some pork and instant noodles, and he started to have diarrhea after eating them.

Ryu Sung-ho said, “After nine days of diarrhea, he couldn’t speak Chinese, and the correctional officer asked the people next to him, “What’s wrong with him? The inmates didn’t say he had diarrhea, they said he couldn’t get it out now, and when he was done, they gave him Medicine that would help him get it out. One morning, he went to my number a few days, in the morning when he got up he could not get up, as soon as he sat up, snap and fell down, by then his eyes were already looking up.”

“Already in the custody of the dead, after being sent to the hospital, (pretend) emergency insert two tubes of oxygen, hand to him to tie a bottle, take pictures, (said) resuscitation is ineffective, on such an evidence, burned him.”

Liu Chenghao also saw a Falun Gong practitioner who was detained once, “beaten beyond recognition,” and “carried in on a stretcher.” Since he was not in the same cell, he could not know the details.

He was unable to obtain bail and found that his wife had been robbed of her property.

After 368 days in jail, Ryu was released on bail on July 20, 2007, because the police could not find “incriminating evidence” and the prosecutor’s office could not prosecute.

But after he returned Home, he discovered that the 600 houses and land he had built, including the police apartment, had been transferred to Zheng Yonghu’s name.

“I’m a legal person, I didn’t sign, how come my land use rights are gone? How come my property is gone? I was at a loss for words. I clearly remember that I would rather die than sign in the detention center.” Yoo Sung-ho said.

“The company’s employees told me that during my detention, the Longjing Public Security Bureau confiscated my company’s corporate seal and official seal, and signed under seal to transfer my property. My life’s work, my 600 sets of houses, my land use rights, were just plundered.”

To add to his sadness, his wife and daughter also left home.

He said, “When I was in custody, the Longjing Public Security Bureau, afraid that my child’s mother petitioned everywhere, specifically arranged for the correctional officer to talk to my child’s mother, talking for more than three hours, the main content of the talk is, you do not wait for your husband, your husband is a life sentence or to be killed, do not wait.”

In order to pay for his daughter’s college Education, Liu Chenghao’s wife decided to go to Korea to work. The daughter, who had just entered Changchun University of Technology, dropped out of school because of long-term mental stress and financial problems, and went to work as a waitress in a restaurant in Korea, just like her mother.

Wrongdoing added to the road to redress injustice was wanted for drug addiction

After losing everything, Yoo Sung-ho was determined to seek redress for his own injustice. However, before he could get the snow, Jung Yong-ho gave him more trumped up charges.

After his one-year bail expired, Liu Chenghao met someone from the Jilin Provincial Public Security Department through interpersonal connections to reflect on the case. On July 3 of the same year, the Provincial Public Security Bureau came to Zheng Yonghu to understand the situation; on the 24th, to Longjing City to formally investigate.

But on the 23rd, Liu Chenghao was put into detention for “methamphetamine addiction”. The Longjing Public Security Bureau claimed that if he didn’t agree to detox, he would be tortured just like last time.

“I signed in fear and agreed to get clean.” Liu Chenghao said, “I had never taken drugs at all, and during my detoxification, the detoxification center did not give me a medical examination.”

According to the Decision on Compulsory Isolation Drug Treatment given by public security, Liu Chenghao was to be isolated for two years, but six months later he was suddenly released from drug treatment again.

He said, “At that time in 2008, the Jilin Provincial Public Security System opened a commendation conference, which I read in the newspaper, the province gave him (Zheng Yonghu) second-class merit, ‘provincial excellent director’ designation. At that time, if I continue to sue, reflect the situation, he may not get these honors. So get me in.”

After getting out of “drug treatment,” Liu Chenghao went to the police station in August 2009 to apply for a passport. But… After checking his personal information, the police found that he was “wanted online for intentional assault.

“I was so anxious at that time. I said, “Is the Chinese public security network run by your family? Who did I hurt? You tell me.” “After 1 and a half hours of wheedling with him, I was given passport procedures. At that time, I was petitioning everywhere, and for this (surveillance), I was saddled with the ‘online fugitive’.”

“I didn’t expect the country’s laws to be so unfair.”

For more than a decade, Liu Chenghao has tried every way to redress his grievances. In addition to petitioning, he also kept reporting online and mailing real-name reporting materials to departments at all levels. From 2019, he broke his experience on Weibo and started contacting media reporters.

But after his efforts, his biggest feeling is that “officials protect each other”, “as a citizen, I didn’t expect the national law to be so unfair.”

After the 2019 tweet, Liu Chenghao is ready to deliver the same information to Beijing.

He said, “It happens to be April 1, 2019, ready to go to Beijing. On the road, the Yanbian State Discipline Inspection Commission called me, saying that the province and the state attach quite a lot of importance to my case, so I should not go to Beijing and let me assist them in their investigation. I’ll listen to them.”

In the same year, the Yanbian State Discipline Inspection Commission began investigating the case of Liu Chenghao and, after verification, entrusted the Yanbian Intermediate Procuratorate to file a protest with the Yanbian Intermediate Court on November 25.

However, things did not develop according to the normal trajectory.

Liu Chenghao said, “Our local subordinate court repeatedly called him (Zheng Yonghu) to participate in the proceedings, and he did not.” “The lower Longjing City Procuratorate gave all kinds of reasons and just didn’t give a hearing.”

On Dec. 2, 2020, the intermediate court withdrew its protest.

“This behavior of local protection and official protection makes it hard for me to accept now.” “And his official is getting bigger and bigger, and his network of connections is getting harder and harder.” Yoo Sung-ho said.

On January 10 this year, he went to the Beijing Petition Bureau again to report these situations, and the Yanbian Prefecture Intermediate Procuratorate said it started “re-trial”.

Zheng Yonghu has done a lot of evil, official position stable

This time, Zheng Yonghu still did not panic.

Liu Chenghao said, “He is now quite Yang Yang, (attitude is) you have sued me what else?”

In addition, the other seven victims set up by Zheng Yonghu also found Liuchenghao. They sent Zheng’s “seven evidence of crime” to Shakyin, but to no avail.

In his complaint, Yoo wrote, “I have been living in fear of bankruptcy, prosecution, forced confessions on a tiger bench, forced ‘drug rehabilitation’ at any time, and unwarranted arrest. And the public security chief who used his power to kill and extort me with impunity is still in the high court, blocking my every path to redress my grievances with ease.”

He said, “That’s why I’m looking for the media. With these things, let the nation’s netizens pay attention to it, expose the official and unequal law enforcement practices, and let the nation’s netizens help me and help me do justice.”
