On New Year’s Eve, February 10, the State Supervision Commission of the Central Commission for Discipline Inspection issued an announcement that Gong Daogan, the former vice mayor and public security chief of Shanghai, had been dismissed from the Party and public office, and that a case had been opened against him; the announcement accused him of disciplinary violations, the first of which was “participating in a group within the Party”. The case of Gong Daoan has been arrested as early as August last year, but it took half a year to inform the reason for his involvement in the case, which is suspected to be related to the bribery of the Shanghai political and legal system by the mob at the end of 2020, and is also interpreted as a direct link to the strengthening of the purge of former General Secretary Jiang Zemin’s old forces in Shanghai by the faction of General Secretary Xi Jinping.

In mid-August, the Central Commission for Discipline Inspection (CCDI) announced that Gong Daogan was suspected of violating discipline and law and was under investigation by the disciplinary authorities, but did not specify which violations Gong Daogan was involved in. The case of Gong Daogan is considered to be part of a chain of struggles in the political and legal system, as the former Chongqing Public Security Bureau chief Deng Cullin and Sun Lijun, a former deputy minister of the Ministry of Public Security, have fallen before Gong Daogan.
In the February 10 circular of the Central Commission for Discipline Inspection, Gong Daogan was “double-opened” for reasons including “loss of political principles”, participation in the party to engage in gangs, causing serious political harm and bad political influence, engaging in money and power deals, serious violations of the law and suspected of taking bribes, “not converging after the 18th Party Congress,” and should be dealt with seriously.
According to the Central Commission for Discipline Inspection, Gong Daoan was “doubly fired” for “loss of political principles”, lack of awareness of the four, deviation from the two maintenance, participation in the party to create a group, causing serious political harm and bad political influence. The announcement of Gong Daogan’s case comes just two days after the Central Commission for Discipline Inspection’s inspection work leading group named and criticized the Ministry of Public Security for its “inability to purge the remnants of the poison”. The public is therefore convinced that Meng Jianzhu, who has been rumored to be “seriously ill” since the middle of last year and has not been seen in public, may be “in trouble”.
Although Gong Daogan is generally regarded as one of Meng Jianzhu’s men, his parachuting into the Jiang faction’s base in Shanghai to take over the Public Security Bureau was personally assigned by Xi Jinping, with the intention of dismantling the Shanghai political and legal system, which used to be controlled by Jiang Zemin’s nephew, Wu Zhiming, the former secretary of the Shanghai Political and Legal Committee and public security chief.

The Chinese Communist Party launches preparations for the 20th National Congress, and the struggle between Xi and Jiang will heat up
In the second half of last year, the Communist Party of China (CPC) launched a purge of Shanghai’s political and legal system, resulting in the transfer of four political and legal officials, including Ren Yongfei, president of the Yangpu District Court, and Lu Yan, former secretary of the Yangpu District Political and Legal Committee. This is consistent with the CCP’s past pattern of cracking down on dissidents through a two-pronged approach of justice and public opinion, and reinforces the rumors.
With the frequent actions of the CCDI, rumors began to spread within the CCP that Xi’s faction was starting to close the net on Jiang’s “lair” in Shanghai. In addition to the Epidemic, the CCP authorities have not only made a big effort to celebrate the “centennial of the founding of the Party”, but also launched the preparations for the 20th National Congress.
