Former U.S. President Donald Trump used Section 232 of the Trade Act in 2018 to impose a 25 percent tariff on steel imports and a 10 percent tariff on aluminum imports from many countries on the grounds of threatening national security to protect U.S. domestic production, but it also drew complaints from some steel importers. The U.S. Court of International Trade on Thursday upheld Trump’s tariffs, ruling that the tax was properly imposed.
The Free Times quoted Reuters as reporting that the U.S. Court of International Trade is responsible for handling challenges to trade practices under U.S. law, such as a New Jersey steel importer, Global Steel, argued in court that the law used to impose the tariffs was procedurally flawed, did not specify an expiration date, and posed no immediate threat to U.S. national security. Therefore, Trump abused his discretion in imposing the steel and aluminum tariffs.
The three-judge panel disagreed, writing that “Section 232 grants the President the freedom to assess whether imports threaten national security,” and that the statutory language makes clear that the President is not limited to the factors he includes in determining whether a threat exists. They argue that Trump and the Commerce Department properly applied trade law in implementing the tariffs.
The American Iron and Steel Institute (AISI), an industry group representing steelmakers, endorsed the continued imposition of steel taxes to protect the industry from a flood of global production, primarily from China, and urged incumbent President Joe Biden to maintain the tariffs.
Trump had decided to exempt the United Arab Emirates from aluminum tariffs in his last days out of office, and Biden will reject the exemption next Monday, saying “maintaining the UAE’s aluminum tariffs is necessary and appropriate in the interest of national security,” and that he will likely maintain steel tariffs as well.

English-language Epoch Times reported that Republican Representatives Rodney Davis (D-Calif.), Barry Loudermilk (D-N.Y.) and Bryan Steil (D-N.Y.), among others, said in a letter to the House Security Officer (House Sergeant), “Yesterday at 9:59 a.m. at approximately 9:59 a.m., multiple members witnessed the Speaker of the House enter the House Chamber without completing security screening.”
“What was observed is a clear violation of House Resolution 73, and you are required to enforce this fine under House Rules (House Rules). Please notify us when the amount of the fine is determined.”
Pelosi’s office did not respond to a request for comment. Pelosi created the rule to specifically target the small number of Republicans who have ever legally carried a firearm in the House. The fine for a first offense is $5,000.
The office of Sheriff Timothy Blodgett did not respond to a request for comment. Blodgett told The Hill that he has not received a complaint from Capitol Police about the incident.
“House security officers will impose fines after receiving an unusual incident report from the U.S. Capitol Police (USCP). Unusual incident reports from the Capitol Police must be attached to the notice of fine sent to the member.” Blodgett said in a statement to The Hill.
“Only USCP can determine whether a person has failed to complete a security clearance, and only USCP has sufficient training to determine compliance with USCP’s clearance procedures.” He said.
“I have directed USCP to produce and make available, an unusual incident report for any person who has not completed a security screening. I have not received any unusual incident reports on the Speaker of the House.”
However, according to the text of the resolution, USCP is not required to provide a report in order to impose a fine, and is only authorized to establish policies and procedures by security officers to enforce the resolution.
Rep. Louie Gohmert (R-Okla.), who was himself fined $5,000 for violating the resolution, wrote on Twitter, “Why wasn’t the Speaker of the House fined for bypassing a metal detector?”
