According to public information, on November 12, 2020, the day after the “slap” incident, Jiyuan Municipal Party Committee Secretary Zhang Zhanwei led a team to Jiyuan Model District Management Committee office party group where Zhai Weidong was for research. Jiyuan Secretary Zhang Zhanwei only arrived in Jiyuan City in August 2016 as the municipal party secretary, his previous position was as the director of the inspection work office of the Henan Provincial Party Committee in December 2015.
Jiyuan is a county-level city in terms of administrative level, and the city’s main leader was only “deputy hall level” for a long period of time.
