CBP officials said that when the passenger arrived in New York on Jan. 4, he declared only meat (Meat) to CBP agricultural experts, but no other food items were mentioned in the declaration.
Officials explained that bird’s nests were prohibited from being carried in the passenger’s luggage because they did not have proper documentation and safeguards to ensure that they did not pose a potential threat to U.S. agriculture, and these bird’s nests were also confiscated by the agency’s officers. CBP officers confiscated all of the passenger’s prohibited items in accordance with U.S. Department of Agriculture (USDA) regulations. CBP officers later imposed a civil penalty on the passenger for failing to declare that he was carrying prohibited items.
According to information provided on the CBP website, CBP agricultural specialists made 4,695 seizures of prohibited plants, meat, animal byproducts and soil, and intercepted 314 pests throughout the United States in fiscal year 2019.
