The Chinese Communist Party has revised its latest regulations on united front work in Taiwan, and the target of unity has been expanded to include Chinese people at home and abroad. Experts say that with or without the revision of the United Front Work regulations, the opportunity to unify Taiwan will not be abandoned, especially since the CCP’s hope to gradually complete reunification by planting forces within the Taiwanese people has failed. Therefore, it can only strengthen the use of nationalism to incite overseas Chinese sentiment.
Recently, the Chinese Communist Party revised its latest regulations on united front work, expanding the target audience to include Taiwanese people at home and abroad, sparking concern from all walks of life. Experts believe that the CCP will not give up the opportunity to unify Taiwan regardless of whether the regulations are re-revised or not, because “the law is only one of the tools of the CCP to propagate public opinion and unify the war.”
The CPC officially released the Regulations on the United Front Work of the Communist Party of China on January 5, and it is worth noting that the old version of the Regulations on the United Front Work of the Communist Party of China was implemented in May 2015 under the name of “trial implementation,” while the new version of the Regulations dropped the word “trial implementation.
In contrast, the new version adds “develop and strengthen Taiwan’s patriotic unification forces” and “continuously promote the process of peaceful reunification of the motherland” and expands the target audience to include Taiwanese people “at home and abroad”, but removes “consolidate and deepen the political, economic, cultural and social foundations for the peaceful development of cross-strait relations”.
The task of united front work for overseas has increased more, including “strengthening ideological and political leadership”, “enhance the love of overseas Chinese and international students for the motherland and understanding of the Communist Party of China, socialism with Chinese characteristics and identity”, “contain Taiwan independence and other separatist forces, to safeguard the core interests of the country”, and “play the role of a bridge and link to promote friendship between China and foreign countries, to create a good international environment.
Taiwan people reject one country, two systems, hope CCP will be rational and pragmatic about facts
The political commentator and secretary-general of the Chinese Asia-Pacific Elite Exchange Association, Wang Zhisheng, said in an interview with the Epoch Times that this regulation on the united front for Taiwan was adopted by the meeting of the Political Bureau of the Communist Party of China in December 2020, with such a high-ranking meeting to establish and adopt, representing the Communist Party of China will regard this content as the next very important task, otherwise it would not be adopted in such a high-ranking way.
He analyzed that the content of the united war against Taiwan is not only for the people of Taiwan, but also for the Chinese people at home and abroad to mobilize and carry out united war work against Taiwan. This highlights the failure of the past phase of hoping to accomplish unification gradually by planting forces within the people of Taiwan.
“Because Beijing knows very well that the Taiwanese people already have a very backlash and negative sentiment toward the CCP’s unification and infiltration, as well as its policy toward Taiwan.” Wang Zhisheng said the CCP will use deeper and broader ways to exert pressure in the future. For example, through nationalism and holding the anti-independence banner to incite patriotic sentiment among overseas Chinese to achieve a cohesive anti-independence effect.
In response, Chiu Chui-ching, deputy director and spokesman of Taiwan’s Land Commission, said that the CCP has long used various platforms and activities to infiltrate Taiwan and carry out united war work. He reminded Taiwanese to abide by the relevant norms of cross-strait regulations when engaging in exchanges.
Qiu mentioned that the main purpose of the CCP’s revision of the regulations on united front work is to consolidate the unified leadership of the Communist Party and promote united front work on all fronts, with the external intention of influencing order and norms. The Taiwanese people have clearly rejected the CCP’s “one country, two systems” and hope that the other side of the Taiwan Strait will look at this fact rationally and pragmatically.
Chinese Communist Party laws cannot be trusted
Tung Li-Wen, a member of the Taiwan think tank advisory board, stressed that there is nothing special about the CCP’s revision of the latest regulations on united front work with Taiwan, which extends to Taiwanese people at home and abroad, because the CCP will not give up the opportunity to unite with Taiwan whether the regulations are revised or not. For example, the 11 categories of united front work targets that have been publicly listed in the past few decades are all included, which is the consistent policy of the CCP.
Dong Liwen said, “There is no need to believe and take the CCP laws too seriously, because the CCP will still do what is not written in the legal provisions, and what is written in the law is not necessarily done, the law is only one of the tools of the CCP to propagate public opinion and united war.”
