Shi Wenqing, a senior deputy provincial official of the Communist Party of China, was indicted for accepting bribes and illegal gun possession

On the afternoon of May 13, the CPC Supreme Procuratorate informed that the investigation of the case of Shi Wenqing, former member of the party group and deputy director of the Standing Committee of the Jiangxi Provincial People’s Congress of the CPC, allegedly accepting bribes and illegally possessing firearms, was completed. Recently, the public prosecution was initiated by Ningbo People’s Procuratorate. Shi Wenqing was accused of taking bribes in a particularly large amount and illegal possession of firearms, and will be held criminally responsible.

Shi Wenqing had been in charge of Ganzhou, the second largest city in Jiangxi, for nearly five years. in December 2019, he was reported by several entrepreneurs, “fell” in September 2020, was transferred to the judiciary in March 2021, and was arrested in April.

On Dec. 18, 2019, an article titled “The gold-grubbing skills and multiple faces of a senior deputy provincial official” was circulated online. The article immediately exploded on the internet because it was reported in real names, including invoices of Shi Wenqing’s bribe demands.

The article mentions that three entrepreneurs from different places, Zeng Yiping, Wen Kui and Wang Yufei, respectively, submitted their real-name letters to the Central Commission for Discipline Inspection, with their signatures and handprints on every page of the letter.

In the letters, the entrepreneurs claimed that Shi Wenqing had solicited huge bribes by various despicable means during his administration of Ganzhou. This included gold worth 20 million yuan and 132 million yuan in cash remittances to Shi Wenqing’s designated account. Shi also enriched and laundered money through his son, Shi Jiachang.

Shi also raped his brother’s daughter, adopted his wife’s two nieces, Yang Yuhua and Yang Yurong, and supported companies in their names to enrich themselves, while having illegitimate children with his mistress.

After the article was published, Shi Wenqing had responded that the content of the article was defamatory and disinformation. However, less than a year later, on September 21, 2020, the CPC Commission for Discipline Inspection and State Supervision Commission website released the news that Shi Wenqing was under disciplinary review and supervisory investigation by the CPC Central Commission for Discipline Inspection and State Supervision Commission for alleged serious disciplinary violations.

It is reported that Shi Wenqing was very close to Su Rong, then secretary of the CPC Jiangxi Provincial Committee, and helped Su Rong’s son Su Tiezhi to profit 12 million yuan by contracting land projects, and channeled benefits to Su Rong himself through Su Rong’s wife Yu Lifang; he tried to profit from rare earth mines in Anyuan County, but was obstructed by Kuang Guanghua, then secretary of the CPC Anyuan County Committee and director of the Standing Committee of the County People’s Congress. The two retaliated against Kuang.

Kwong was arrested in 2013 for allegedly violating discipline. The following year, he retracted his confession in court at the first trial, claiming that the case officers had extorted confessions through torture, and reported Shi Wenqing, then secretary of the Ganzhou Municipal Committee, as well as Su Rong and his wife Yu Lifang, who had been promoted to vice chairman of the National Committee of the Chinese People’s Political Consultative Conference.

At the time, Shi Wenqing called Kwong’s report “nonsense”. Kuang Guanghua was finally sentenced to 15 years in prison for accepting bribes, and Su Rong fell in the same year and was sentenced to life imprisonment, while Shi Wenqing was able to “land safely” after four years and was not investigated until two years after his retirement.

Shi Wenqing is also known as a “playwright” by the local people. In his departure from Ganzhou, he had staged a thousand people to send off a scene. At the time, several media reported that Shi had become a “net-celebrity secretary”.

Although a number of send-offs insisted that they were spontaneous actions, the matter has caused controversy. Some media have questioned the authenticity of the “spontaneous farewell”, as some of the farewell crowd took a three-hour bus ride to Ganzhou, while others arrived a day earlier.

After Shi Wenqing’s fall, some informed sources revealed that, in fact, Shi Wenqing asked his subordinates to organize a farewell, the masses arranged to the local government guest house, the cost of the government to pay for.

Shi Wenqing was indicted, triggering hot debate among netizens. Some netizens say that scum like Shi Wenqing, who rose through the ranks of Chinese Communist Party officials and climbed to a high vice-provincial position, only to fall after retirement, is not only a problem of personal corruption of Chinese Communist Party cadres, but also shows that the Chinese Communist Party system is rotten to the core.
