The government’s response to the recent meeting of the National People’s Congress (NPC) has been very positive, with some analysts suggesting that Xi Jinping may have suffered a setback in the recent meeting.
The official announcement was made by Huang Ming, the party secretary of the Ministry of Emergency Management, to replace the dead minister of the ministry. Some analysts believe that Xi Jinping may have been thwarted in his “positioning” before the 20th National Congress, and not only did he not replace the vice premier, but Huang Ming, who was accused of being a remnant of Zhou Yongkang’s poison, officially took over the mysterious ministerial post.
The Standing Committee of the Communist Party of China (CPC) announced on April 29 that the Ministry of Emergency Management (MEMA) would no longer have a “dual head system” and that 63-year-old Huang Ming would take over the ministerial post, becoming the ministry’s second minister.
The Ministry of Emergency Management was established in March 2018 under the State Council of the Communist Party of China, and its first minister was Wang Yupu, with Huang Ming as party secretary and vice minister. On December 9, 2020, an official announcement was made that Wang Yupu had died on December 8 after a long illness.
In his video program, U.S.-based current affairs commentator Chen Baokong analyzed that this Ministry of Emergency Management is very mysterious, and according to the CCP’s official media, it is actually responding to the last political security emergencies of the CCP, which is the so-called shipwreck plan. Once the people revolt or foreign enemies attack, the CCP power elite want to transfer family assets, etc., the Ministry of Emergency Management has to execute the secret shipwreck plan.
Beijing scholar Chen Yongmiao wrote in the Hong Kong media in November 2016 that the top echelons of the Communist Party of China (CPC) have a hidden “shipwreck plan” that will immediately activate a self-destruction system (nationwide network) to destroy all dangerous historical records once the day of the CPC’s demise comes, and then all the families of the CPC power elite will be evacuated to countries of refuge.
Xin Ziling, an expert in the mainland system, revealed in an exclusive interview that as early as before the 18th National Congress, a survey was conducted within the CCP, and the family children of the 17th Central Committee members, alternate members, and members of the Central Commission for Discipline Inspection had settled abroad, bought houses, and were ready to abandon their posts and flee, accounting for more than 85 percent.
Chen said that after Wang Yupu died of a mysterious “illness” in December last year, the post was vacant for a long time, and the appointment of Huang Ming as minister did not need to be delayed for five months. He speculated that on the one hand, Xi could not find anyone he trusted, and on the other hand, others might not want to take on this dangerous post to implement the sinking plan.
Chen broke the air to note that in the official media reports, the appointment of Huang Ming did not go through the information of Li Keqiang’s nomination, and Li might be sidelined.
In addition, before this NPC meeting, the pro-CCP overseas media Dovetail.com published an article on April 21 suggesting that Vice Premier Sun Chunlan, who is close to 71 years old, might be stepped down early. But after the meeting, the authorities did not make a move to replace the vice premier.
According to Chen’s analysis, there may be something else going on here. Xi Jinping may have been frustrated by the power struggle during the meeting, and there should have been a fierce internal bargaining, and finally, instead of replacing the vice premier, only a mysterious minister was replaced.

According to previous disclosures by overseas Chinese media, Huang Ming has Jiang faction ties and served in the Jiangsu Provincial Public Security Bureau for 26 years. After Zhou Yongkang became the secretary of the Central Committee of Political and Legal Affairs, Huang was transferred to the post of assistant minister of public security in August 2009 and was promoted to vice minister of public security a year later, becoming Zhou Yongkang’s direct descendant.
