Yun Citizen, 70, the former general manager of China Huadian Corporation, was tried on April 29 at the Changchun Intermediate Court in Jilin Province, accused of accepting nearly 470 million yuan in bribes (RMB, same below). Yun pleaded guilty in court, and the court will pronounce the sentence at a later date.
According to official media reports, Yun was a long-time member of the Standing Committee of the CPC Shanxi Provincial Committee, Secretary of the Taiyuan Municipal Committee, and Deputy Secretary of the Provincial Committee, before joining Shenhua Group in 2006 and becoming General Manager and Deputy Party Secretary of Huadian Group two years later, until his retirement in 2013.
The prosecution alleges that during his tenure in the above-mentioned positions from 1992 to August 2016, Yun citizen used the convenience of his position or the convenience conditions formed by his authority or position to provide assistance to relevant units and individuals in business operations, project contracting and cadre selection and appointment through the acts of other state employees in their positions, and illegally received a total equivalent of RMB 468.66 million in property from the above-mentioned units and individuals 468.66 million yuan.
Yun’s bribes exceeded the 449 million yuan received by Xing Yun, former deputy director of the Standing Committee of the Inner Mongolia People’s Congress, making him the local champion of wealth collection.
When reporting on Yun’s case, the Chinese Communist Party’s official media coincidentally mentioned the “20-year backward investigation” of coal-related special rectification in Inner Mongolia. Yun citizen, who fell in the “20 years backwards” special rectification, was investigated in October 2019, six years after he retired. On September 30 of the same year, Yun was expelled from the party and his treatment was cancelled.
The official notice of the Chinese Communist Party said that Yun Citizen wanted to be both an official and a wealthy person, taking Chinese state-owned resources in his hands as a “money tree” to get rich, and “paving the way” for his relatives to do business and run businesses.
Prior to Yun, several of Inner Mongolia’s fallen tigers, former CCP Hohhot Party Secretary Yun Guangzhong, Inner Mongolia Vice Chairman Bai Xiangqun, and Inner Mongolia Political and Legal Committee Secretary Xing Yun, were sentenced to 14 years, 16 years and life in prison, respectively.
