Chen Miner’s career change? Chongqing municipal party committee secretary-general change led to speculation

Hong Kong media believe that it is unlikely that Xi Jinping is ready to hand over to Chen Miner, or he may just be making a gesture.

The recent changes in the personnel of the local officials of the Communist Party of China (CPC) are believed to be Xi Jinping’s layout for his re-election to the 20th National Assembly. A few days ago, the secretary-general of Chongqing Municipal Party Committee changed, and it is believed that Chen Miner, the secretary of the municipal party committee, may have a change in his career.

Recently, the Communist Party of China’s local top-level adjustment, involving Henan, Xinjiang, Liaoning, Shaanxi, Gansu, Jiangsu, Fujian, Chongqing and many other provinces and regions. Yin Hong, the governor of Henan Province, was announced to replace Lin Duo as the new provincial party secretary of Gansu on March 31, while Wang Kai, the secretary of Changchun Municipal Party Committee, succeeded Yin Hong as the acting governor of Henan on April 2.

In addition to the adjustment of local officials, the secretary general of the provincial party committee or the secretary general of the provincial government, often accompanied by the main official – the secretary of the provincial party committee or the governor’s position change.

For example, before Yin Hong was appointed secretary of the Gansu Provincial Party Committee, Zhu Huanran, former secretary general of the Henan Provincial Government, was appointed vice chairman of the provincial CPPCC in January. on April 2, Wang Kai was officially announced as acting governor of Henan Province, and Liu Shiwei, former deputy secretary general of the Henan Provincial Government, was promoted to secretary general of the provincial government.

The recent new position of Chongqing Municipal Party Secretary Wang Fu has sparked speculation that this means that Chongqing Municipal Party Secretary Chen Miner’s position will be subject to change.

According to the data, Wang Fu was born in March 1962, a native of Hunyuan, Shanxi province, and became a member of the Standing Committee and Secretary General of the Chongqing Municipal Committee in January 2018. on March 31, 2021, he was appointed as the executive vice mayor of Chongqing. According to the Chinese Communist Party’s official practice, Wang Fu will soon step down from his post as secretary-general of the Chongqing Municipal Party Committee and director of the municipal party committee’s general office.

Although the choice of the new secretary-general of the Chongqing Municipal Party Committee has not yet been made public, the outside world is concerned about whether Wang Fu’s job change, as in other provinces, will be behind the adjustment of his principal official position. This also foreshadows the change in Chen Miner’s position.

Chen Miner, 61, is a former member of Xi Jinping’s former propaganda team when he was in charge of Zhejiang, and is considered an important representative of Xi’s army. Since Xi came to power, Chen Miner has been promoted to a new post every two years.

Before the 19th Communist Party Congress, Chen Miner was transferred to Chongqing. Chongqing had been headed by Bo Xilai and Sun Zhengcai, the successors appointed by Jiang Zemin’s group, who fell before the 18th and 19th Communist Party Congresses, respectively.

Chen Miner was once rumored to be Xi Jinping’s chosen successor after his transfer to Chongqing, but at the 19th CPC National Congress, Chen Miner and Hu Chunhua, who was designated by Hu Jintao as his successor, both lost to the Standing Committee of the CPC Politburo.

In 2019, on the eve of the Fourth Plenary Session of the CPC, there were rumors of another personnel struggle, with Chen Miner’s “succession” clearly implied.

In April of the same year, Xi Jinping visited Chongqing, accompanied by Chen Miner and Xi’s entourage. Many people believe that Xi chose to visit Chongqing to examine the issue of “poverty alleviation”, mainly to support Chen Miner and cheer for him.

In September of the same year, Chen Miner visited Singapore. Then Singapore’s Deputy Prime Minister and Lee Hsien Loong’s successor Wang Ruijer returned to Chongqing. At that time, the CCP’s foreign propaganda hinted that Chen Miner might soon come up to replace a member of the Standing Committee to prepare for his succession.

On the eve of the 2021 Communist Party Congress, the CPC inspection team released its feedback, and many provinces were named and criticized, except for Chen Miner’s Chongqing Municipal Committee, which was praised for its positive and effective efforts to purge Sun Zhengcai’s bad influence and Bo Xilai’s and Wang Lijun’s poisonous influence.

The only one who received the commendation was Chen Miner’s Chongqing Municipal Committee, which was said to be effective in purging the bad influence of Sun Zhengcai and the poison of Bo Xilai and Wang Lijun.

Columnist Zheng Zhongyuan said in an article that various factions are wrestling with each other before the 20th Communist Party Congress. Chen Miner received exceptional praise, appearing overly prominent and inevitably causing volatility in the official circles.

Zheng Zhongyuan said no one doubts Xi Jinping’s attempt to seek long-term rule. However, because of the CCP regime’s internal and external problems and the openness of anti-Xi voices inside and outside the party, even if Xi is re-elected, he may not prepare his future successor internally in order to leave the patriarchs with nothing to say. And it is increasingly likely that Chen Miner will be arranged by Xi in advance as his future successor.
