On March 15, Zhao Zhijun, former deputy chief of Xiqiao Police Station of Taixing City Public Security Bureau in Jiangsu Province, disclosed to the Epoch Times that Ling Yufu, former director of Taixing City Public Security Bureau in Jiangsu Province, played favorites, bought and sold officials, retaliated against whistleblowers, and acted as an umbrella for black and evil forces.
Ling Yufu, 56, is a native of Jiangyan City, Taizhou, Jiangsu Province, and a member of the Communist Party. He is currently the deputy chief of the Public Security Bureau of Jiangsu Province, and has served as the chief of the Economic Investigation Brigade of the Jiangyan Public Security Bureau, deputy director of the Jiangyan Public Security Bureau, deputy secretary of the Political and Legal Committee of Jiangyan City, deputy mayor and director of the Public Security Bureau of Taixing City, deputy secretary of the Political and Legal Committee, and director of the Stability Maintenance Office.
According to the whistleblower Zhao Zhijun, who is 52 years old, enlisted in the army in 1987 and served for 12 years in the First Division of the Central Guard in Beijing, where he served as a residential guard for top officials such as Communist Party Vice President Wang Zhen and Communist Party Defense Minister Geng Biao. In 1999, he was transferred to Taixing Public Security Bureau as the deputy chief of Xiqiao Police Station.
Reported disciplinary phenomenon was retaliated against, deprived of public office and sent to unjust prison
Zhao Zhijun revealed, “In October 2015, the then head of Taixing City Hengzhi police station Han Xu will be promoted to deputy bureau chief, I and then Taixing Huangqiao Branch Instructor Chen Minggui to the Taixing Commission for Discipline Inspection, the Han Xu illegal and indiscipline behavior to report in name. The next day, the Taixing Commission for Discipline Inspection revealed the reported information to Ling Yufu. Han Xu is a close friend of Ling Yufu, who has a close personal relationship with the fallen official Wang Like.”
“Ling Yufu to force to protect Han Xu promotion, through personal relations, asked another whistleblower Chen Minggui’s classmate, then deputy director of the Taizhou Municipal Public Security Bureau, Dong Weihua, to stop reporting Han Xu. Chen Minggui told me, ‘Dong Weihua is my classmate from the police academy and promised to help me get promoted to first-class sergeant in the future.’ On the other hand, the city bureau repeatedly worked to make me resign voluntarily, or else it would pursue ‘criminal responsibility’ for a dispute that occurred in April 2014 and arrest me.”
As a result of Zhao Zhijun’s refusal to voluntarily resign and stop reporting, he was framed and imprisoned. Zhao Zhijun said, “The dispute case that happened on April 1, 2014 started when Ye Jiulong, whom I was a guarantor, was overdue for a loan, and I asked a friend to drive me to his Home to discuss repayment of the money. Later, as he was drunk, the two sides had a verbal argument that led to a physical confrontation, resulting in minor injuries to Ye. Ye and I are good friends for more than 20 years, and he also wrote me a letter of understanding afterwards. The case has also long been concluded.”
For reporting Han Xu, Zhao Zhijun believes that Ling Yufu used the case to retaliate against him.
Zhao Zhijun disclosed that “Ling Yufu instructed the security brigade captain Li Jian to make false materials, change the interview transcripts, and even maliciously tamper with the police work registration form.”

“I was detained from December 30, 2015, and was sentenced to 10 months for provocation and nuisance. After I was released from prison, I learned through a knowledgeable person in the public prosecution and law that Ling Yufu colluded with Ji Alin, vice president of the Taizhou court, to forcefully sentence me to 10 months in prison.” He said.

Behind the mega-bloodbath of police officer Bao Yonggui
On July 7, 2017 at about 8 p.m., a mega-vicious tragedy occurred in Taixing City, Jiangsu Province, Binjiang Police Station police officer Bao Yonggui was suppressed for forced demolition in retaliation against society, driving a car and killing four people, hitting and injuring nine people, and after hitting people Bao Yonggui drank pesticide and attempted suicide, which caused great social impact at the Time. Bao Yonggui was sentenced to death for the crime of endangering public safety intentional homicide, and is still detained in Taizhou City Detention Center.

Zhao Zhijun disclosed, “From the Jiangsu Provincial Committee to the prefecture-level cities have been concealing the case, the case should be reported to the central government according to the rules, but from the Jiangsu Provincial Committee here to suppress. When Ling Yufu was the director, he often cursed with Bao Yonggui in the director’s mailbox, and there are traces of this. After the incident, Ling Yufu from Nanjing Provincial Public Security Department overnight drive to our Taixing City Public Security Bureau, the backstage they scold each other to cancel the record.”
Zhao Zhijun revealed that “from 2013 to 2017, the government of Hongqiao Township, Taixing City, Jiangsu Province, forcibly expropriated the private housing of Bao Yonggui, a civilian police officer at the Binjiang Police Station of Taixing Public Security Bureau. As Bao Yonggui was dissatisfied with the government’s illegal expropriation, he has been defending his rights through legal channels, insisting that the government not allow illegal forced demolition. Ling Yufu, then director of the Taixing Public Security Bureau, used his power to transfer him to a police station far from his home and withheld his performance allowance, suppressing him at every turn.”
The same tactics the authorities used against rights defenders were also used against police officer Bao Yonggui. Zhao Zhijun said, “The authorities repeatedly hired black and evil forces from the community to take Bao Yonggui to the riverside by force, confiscate his cell phone and then subject him to violent methods such as slapping and foot stomping, illegally detaining him for dozens of hours. After Bao Yonggui called the police for help, Ling Yufu instructed Yu Tao to ‘not file a case’. Eventually led to the package Yonggui lost his mind and took the extreme way to deliberately drive into people to retaliate against society.”

Zhao Zhijun also revealed that “Chen Jinjin, who is known as the head of the black and evil forces in Jiangyan society and the ‘organization minister’ within the public security, is the godson of Ling Yufu’s father.”
“Chen Jinjin used the 11 million yuan property of the Causeway Holiday Inn in Jiangyan to obtain a 40 million dollar loan from Jiangsu rural Commercial Bank and used the money for loan sharking. During this period, he often engaged in illegal and criminal activities such as mobbing, illegal detention, provocation, extortion and rape of women. Ling Yufu acted as an umbrella for him, making him free and evil for a long time.”
Former Taixing court party members DUI hit-and-run
Zhao Zhijun said that during Ling Yufu’s tenure as Taixing’s public security chief, he also illegally covered up vicious traffic fatalities for as long as eight years.
“One day in 2017, Zhu Dehua, deputy chief of the traffic police brigade of the former Taixing Public Security Bureau (sentenced for misappropriation of public funds and now out of prison), revealed at a banquet that ‘the court Qian Weimin ended up playing mahjong after drinking and hit and killed a hit-and-run on his way home by car.’ After the incident, Qian Weimin found someone to take the blame, together with the then traffic police brigade chief Wang Koufa and others to forge a false accident certificate to 445,000 yuan to compensate the Family of the deceased and escape justice. Qian Weimin even managed to cheat the insurance company of a huge amount of compensation.”
After Zhao Zhijun reported the matter in 2019, the case was handled by the traffic police brigade of Jiangyan District, but the relevant leaders and officers of the Taixing public security system who undertook the vicious traffic fatalities that year, the perpetrators have not yet received the relevant legal sanctions.
