Taiwan‘s inspection agency on Saturday (Feb. 20) charged four retired officers of Taiwan’s military intelligence agency with spying on the Chinese Communist Party, one of them with the highest rank of major general, highlighting the depth of Beijing‘s infiltration of Taiwan beyond outside estimates.
An investigation by the Taipei District Attorney’s Office found that the four men formed a spy network to collect and provide Beijing with important confidential information about Taiwan’s military intelligence, personnel, and the locations of their informants and activities.
The intelligence war between the Nationalists and Communists had a long history. The Nationalist government eventually failed and retreated to Taiwan in 1949.
The four men charged were all retired officers of Taiwan’s Military Intelligence, namely Yue Chih-Chung, Chang Chao-Ran, Chou Tien-Tzu, and Wang Da-Wang. Yue Chi-chung was the chief of the 5th Division of the Military Intelligence Agency with the rank of major general, while the other three were all colonels.
According to RTHK media reports, investigations found that Zhang Chaoran, Yue Zhizhong and Zhou Tianci traveled to mainland China one after another during 2013 and 2017 to meet with Chinese Communist Party state security officers and introduce Wang Dawang, who had served in the military intelligence agency. Wang Dawang is suspected of providing personal information about members of military intelligence to the CCP’s state security.
Chao-Yan Chang was a Taiwan spy assigned to Beijing by Military Intelligence and later defected to become a Chinese Communist Party spy to develop organizations for the Chinese side to come to Taiwan.
The Taipei District Attorney’s Office prosecuted the four men for violating the National Security Law and the National Intelligence Work Law, among other crimes.
In 2012, Chaoran Zhang and Tianci Zhou arranged a meeting between Yue Zhizhong and Chinese Communist Party state security officials in Macau. During the meeting, not only did Yue admit his identity as a military intelligence officer, but Zhou Tianci also identified the identity of the intelligence officer whose photo was provided by the Chinese side, and was later given an honorarium of HK$6,000 by the Chinese Communist Party state security officials.
In 2016, Zhang Chaoran and Zhou Tianci asked Yue Zhizhong to go to the mainland to meet with Chinese Communist Party state security officers in Guangzhou and receive Food and lodging and travel hospitality.
