With the state’s rescission of the San Francisco Bay Area’s “regional homeownership order” in effect since Dec. 17 of last year, San Francisco Mayor London Breed and Department of Public health Director Grant Colfax announced at a press conference on Jan. 25 that the city will reopen some businesses, including outdoor dining, starting at 8 a.m. on Jan. 28.
Currently, San Francisco is in the strictest purple tier of the state’s “Blueprint for a Safer Economy. San Francisco businesses will still need to stay within the purple tier. The city will also take some additional precautions. Businesses that can be reopened include.
-Indoor and outdoor personal services. For example, hair and nail salons, barber stores, tattoo parlors, piercing and massage services. Employees and customers are required to wear masks at all times.
-Outdoor dining. A table can accommodate up to two families of no more than six people. Barriers between tables can no longer be used as a substitute for a distance of 6 feet or more between tables. Live entertainment other than singing and wind instrument performances is permitted.
-Outdoor museums and zoos. Zoo capacity is capped at 50%.
-Outdoor Family recreation centers. For example, roller skating rinks and ice rinks (25% capacity), miniature golf, go-karts, paintball games, etc.
-Open-air boats and tour buses. Can take up to 12 passengers if social distance is maintained.
-Small outdoor parties. Accommodates up to 3 families (maximum 12 people) if social distance is maintained and no on-site catering is done. Up to two families (maximum of 6 people) if on-site catering is required.
-Indoor Fitness. One-on-one indoor face-to-face training between trainer and participant is allowed to resume with no more than 3 people, i.e. participant, trainer and a support staff member.
-Indoor Funeral. Up to 12 people.
The following activities can expand operational capacity.
-Stand-alone grocery store. Capacity can be increased from 35% to 50%.
-Retail stores. For example, dog grooming, shoe stores, electronics and similar repair services, capacity can be increased from 20% to 25%. Public areas and Food areas in enclosed shopping centers must remain closed.
-Hotels and motels. Travel reservations can be accepted for in-state and out-of-state guests. Guests from outside the Bay Area will need to be quarantined for 10 days and must be booked for 10 days or longer for quarantine. Indoor gyms, meeting rooms, ballrooms and restaurants must be closed, but outdoor restaurants may resume and room service may continue.
-Outdoor Fitness. The maximum number of people can be increased from 12 to 25 as long as social distances are met.
-Youth Sports. Youth sports events without spectators are allowed. Purple tier low contact youth sports allowed by the state can resume, such as dancing, biking, no contact martial arts, lawn bowling, or floor bocce. Participants are required to maintain a social distance and wear a mask.
-Outdoor recreational activities. Up to three families can participate in low-contact sports together at a social distance. For example, hiking, biking, dancing, ball games, and Frisbee.
-Golf and Tennis. Four-person golf is allowed, limited to carrying only the same family member per car and staggered tee times. Tennis doubles are allowed, but limited to each doubles pairing from the same family. Pickleball remains limited to singles.
-Outdoor religious and political gatherings. The 200-person cap is eliminated.
San Francisco will continue to enforce the state’s first request to restrict non-essential businesses from operating between 10 p.m. and 5 a.m., or anyone gathering outside the Home with members of other households. During this Time, people will be allowed to leave their homes for any other reason. This requirement will remain in effect until San Francisco is downgraded from the purple tier to the red tier.
