U.S. media: Biden revokes Trump’s order to ban Chinese Communist Party involvement in U.S. power grid

The National Pulse reports that Biden rescinded a Trump order banning Chinese Communist Party involvement in the U.S. power grid.

In the report, published Friday, National Pulse said Biden has rescinded a Trump-era executive order that sought to exclude foreign countries and companies – primarily entities linked to the Chinese Communist Party – from the U.S. bulk power systems (BPS) as part of his “executive order to protect public health and the environment, restore science, and protect the environment. as part of his “Executive Order to Protect Public Health and the Environment and Restore Science to Address the Climate Crisis. The executive order, which implements key principles of Biden’s climate change agenda, was issued on the former vice president’s first day in office.

Section 7 of the massive order, which includes the revocation of permits for the Keystone XL pipeline, also revokes several climate and energy-focused executive orders established by the Trump Administration.

Subpart C states that “Executive Order 13920 (Securing America’s High-Power Electric System), dated May 1, 2020, is hereby suspended for 90 days.”

The introduction to the Trump-era executive order reads, “Foreign adversaries are increasingly creating and exploiting vulnerabilities in the U.S. high-power electric system, which provides the electricity that supports our national defense, critical emergency services, key infrastructure, economy, and way of Life. The high-powered electric system is a target for those seeking to commit malicious acts against the United States and its people, including malicious cyber activity, because a successful attack on our high-powered electric system would pose significant risks to our economy, human health and security, and would make the United States less able to act to defend itself and its allies.”

This action “prohibits the acquisition, importation, transfer, or installation of high-power electric system equipment by any person or in connection with any property in which a foreign country or its nationals have any interest that poses an undue risk to the safety or resilience of the high-power electric system, U.S. critical infrastructure or the U.S. economy, or to the national security of the United States or the safety and security of Americans.”

DOE is also tasked with identifying existing high-power electric system equipment that violates these regulations and “developing recommendations to identify, isolate, monitor, or replace such equipment, as appropriate.”

Issued on May 1, 2020, in early December, DOE applied the authority set forth in the Executive Order in matters involving the CCP.

As of Jan. 16, 2021, then-Secretary of Energy Dan Brouillette issued “an injunction designed to reduce the risk posed to the nation’s high-power electric system by entities associated with the People’s Republic of China.”

“The order prohibits utilities supplying critical defense facilities (CDF) from procuring specified high-power electric system equipment from the People’s Republic of China that would pose an undue risk to the high-power electric system, the safety or resilience of critical infrastructure, the economy, national security, or the safety and security of Americans,” the release added.

The fate of the executive order and the U.S. high-power electric system now rests in the hands of Biden’s energy secretary and the director of the Office of Management and Budget (OMB), according to Biden’s executive order.

“The Secretary of Energy and the Director of the Office of Management and Budget will jointly consider whether to recommend a replacement order.”

National Pulse exposed Biden’s Office of Management and Budget chief as the former president of the Center for American Progress (CAP), an establishment think tank that has traveled to China and co-authored reports with Communist Party-backed influence operations.

What’s more, Biden’s son, Hunter, has previously had numerous business dealings with Jianming Ye, chairman of Huaxin Energy (CEFC China Energy).

“After his father left office in 2017, Hunter Biden worked to secure a deal with Huaxin Energy to invest in U.S. energy projects, according to documents released by Republicans.” CNN noted.

Similarly, an investment firm led by Hunter Biden funneled millions of dollars to China General Nuclear Power Group (CGNPG), a state-owned power company that has been guilty of stealing U.S. nuclear technology for use by the Chinese Communist Party for decades.
