The process involves the president using an identification card to open the “nuclear football” briefcase, selecting from a “black book” prepared in the bag the target of the nuclear attack he wishes to strike and giving the order through the keyboard.
The Chairman of the Joint Chiefs of Staff in the Pentagon War Room and the U.S. Strategic Command Center at Offutt Air Force Base will immediately receive the command code, check it against the code book kept in the safe, and confirm that it is correct before beginning to give nuclear attack orders to subordinates.
The incoming president will have received training while in office, including how to use the “nuclear soccer. However, in non-emergency situations, even if the president orders a nuclear attack, he or she is still supervised by the vice president, the secretary of defense and others.
If the Secretary of Defense challenges and disagrees with the President’s order, the President, on the one hand, has the authority to remove the Secretary of Defense from office and immediately order the Deputy Secretary of Defense to carry out the order. At this point, if the vice president and a majority of the cabinet also believe the order is inappropriate, the order could be aborted.
So the people involved in the decision to actually order a nuclear attack include the president, vice president, secretary of defense, national security advisor, and key members of the administration’s cabinet.
