As the Chinese Communist Party virus epidemic in mainland China intensifies and the traditional Chinese New Year approaches, the annual “Spring Festival” (homecoming) in mainland China has become a focus for all sectors. So far, 29 provinces, autonomous regions and municipalities on the mainland have asked people to “spend New Year’s Eve locally”, and Shanghai has even asked people, in a rare case, not to leave Shanghai unless necessary in the near future. Some places have banned the movement of people in different ways. But people believe that the most important thing is to go home for the New Year reunion.
Shanghai asks people to “not leave Shanghai unless necessary”
The 2021 homecoming started on January 28 and ended on March 8, a total of 40 days. So far, Beijing, Tianjin, Shanghai, Hebei, Henan, Shanxi, Shandong, Guizhou and other provinces and cities have proposed to “spend the New Year in place”.
On the 13th, the Shanghai government’s WeChat public number “Shanghai Release” issued a message, the Shanghai Municipal Epidemic Prevention and Control Leading Group Office issued winter and spring prevention and control measures for people returning to Shanghai, including eight items, including clear requirements, in addition to returning home to visit relatives, necessary business, non-essential not to leave Shanghai, non-essential not to leave the country, to encourage the New Year in Shanghai, to minimize the movement of people.
The measures require people from high-risk areas in mainland China to hold off coming to Shanghai until the risk level in their area is reduced to low risk. At the same time, those coming to Shanghai from high-risk areas will be subject to two virus nucleic acid tests and will be required to stay in intensive quarantine for 14 days, which means that these people must stay in an epidemic-proof hotel for 14 days.
For those who come from or pass through the risky areas in China and the counties (districts and cities) where they are located, they will be subject to strict community health management for 14 days and will be tested twice for viral nucleic acid.
The relevant measures will be implemented from the 13th until March 31.
Mi Feng, spokesman for the Communist Party’s National Health Commission, said at a press conference on the 13th that China’s epidemic this year has been characterized by long duration, wide coverage, rapid transmission, large age of patients, high rural proportion, and in some places, even community transmission and multi-generational transmission, and the situation is complex and severe.
Wang Bin, the ombudsman of the CDC of the National Health and Health Commission, said that during the “Spring Festival”, we should try to “not travel unless necessary”.
Recently, there are confirmed cases and asymptomatic infected people in many places on the mainland, especially in Hebei and other places where the epidemic continues to worsen, and the situation of winter epidemic prevention and control is serious. Many places from top to bottom are emphasizing not to return home unless necessary and to spend the New Year in place.
Many places on the mainland are making moves to keep working people in their homes for the New Year
In addition to Shanghai, many places on the mainland have initiated measures to retain workers in their hometowns for the New Year by issuing red packets, subsidies, consumer coupons, free traffic and tickets, free bus rides, and even bonus points for the floating population and extra points for children’s enrollment in the points-based system, to prevent them from returning to their hometowns to catch the virus and spread the epidemic.
In Quanzhou City, Fujian Province, from February 11 to 17, non-Quanzhou enterprise union members who stay in Quanzhou for New Year’s Eve can apply for New Year’s bonus online with their personal ID cards, “Quan Gong Hui” employee service cards, and Min Zheng Tong “communication big data trip cards”, after verification and confirmation at the rate of 200 yuan (RMB, same below) per person.
During the New Year period (from February 11 to February 26), workers from outside the province who stay in Quan for the New Year in the above-standard industrial enterprises, the above-standard commercial enterprises, and the key projects under construction at the municipal level and above can receive appropriate holiday subsidies. Employees of enterprises employed outside of the province who stay in Quan during the New Year can take public transportation and be exempted from admission fees to state-owned A-class tourist attractions for free with their personal ID cards.
Taizhou City, Zhejiang Province encourages enterprises to give red packets to their employees, especially foreign employees who stay in Taizhou for the New Year.

The epidemic spreads across the provinces employees infected by the enterprise in situ quarantine
Recently, the local epidemic in Heilongjiang and Hebei provinces has been heating up, and it is spreading to other provinces and cities.
The Chinese Communist Party’s Health and Welfare Commission reported on the 13th that 107 local cases were confirmed in a single day on the 12th, including 90 cases in Hebei, and at least seven provinces and cities had cases related to the Hebei outbreak. However, the official data of the CCP has always been questioned by the outside world.
In order to prevent the spread of the epidemic, Hebei Province has implemented strict inspection and control measures of checking every vehicle, taking the temperature of every person, verifying the identity and checking the health code.
The epidemic in Wangkui County, Heilongjiang has spread to three provinces (Heilongjiang, Jilin and Shandong) and six cities (Suihua, Harbin, Qiqihar, Yichun, Changchun and Weihai), while the epidemic in Hebei is also linked to Shanxi, Xinjiang and Zhejiang.
The Health and Wellness Commission of Guizhou Province recently informed that on January 5, the 35th confirmed case in Hebei Province had gone to the Maotai distillery in Renhuai City for loading. Guizhou Maotai sent an emergency notice saying that the group’s employees in Renhuai were in principle not allowed to leave the city.
In addition, on January 11, two Hebei nationals from a residence in Jinzhong City, Shanxi Province, were identified as asymptomatic infected persons, one of whom had visited the Wahaha Jinzhong plant, causing the plant to stop work and production and the staff to be quarantined in place.
