According to the U.S. government report, the purpose of this effort was to “unite and neutralize potential sources of opposition to the policies and authority of the ruling Chinese Communist Party” and to “influence overseas Chinese communities, foreign governments, and other actors to take actions or positions in support of Beijing’s preferred policies,” according to the USEF report.
As evidenced by the Department of Justice’s Foreign Agents Registration Act (FARA) documents, the relationship between the establishment media and the China-US Exchange Foundation has operated for more than a decade.
According to FARA documents, with the assistance of BLJ Strategic Consulting, the Foundation for China-United States Exchange sponsored the following media trips to China with the stated goal of “effectively communicating positive messages to the media, key influencers, opinion leaders, and the public”.
