Recently, Xu Chongyang, a wealthy businessman and overseas Chinese family member from Hubei, disclosed that he invested in charitable causes on the mainland and was robbed of his property totaling more than 2 billion yuan in various ways by former Vice Minister of Public Security Fu Zhenghua and other gangs. Currently, at the age of 63, he is living in a friend’s car, with no housing, no medical care, no income, and in a very miserable situation.
Xu Chongyang’s belongings have been looted
In 2002, Xu Chongyang was entrusted by his wife, a U.S. citizen, to set up a charitable medical business in Wuhan, Hubei Province, the 999 Relief Company and Jintao Cuisine Co. His three villa properties and 140 million yuan worth of belongings in Hubei were looted.
Xu Chongyang said that all four cases involved Ma Xiaoyuan, the brother of former Vice Premier Ma Kai, who used fake notaries, fake lawsuits and fake companies to carry out lawsuits and rob his properties. And Fu Zhenghua and Ma Xiaoyuan are partners in the loan shark business, so in conjunction with the Wuhan, Hubei political and legal network, by Fu Zhenghua acted as a hit man, Xu Chongyang who is defending his rights in Beijing to retaliate.
Xu Chongyang said he had seven cases on his hands, four in Wuhan and three in Beijing. Fu Zhenghua took bribes to concoct fake cases
Xu Chongyang said that after the robbery of their property in Wuhan, his wife corresponded with the U.S. Ambassador to China, Mr. Reid, about the judicial robbery of their property in China and the violence and use of armed forces to rob them, asking him to inform the Chinese government.
The matter was responded to by the Central Office on April 20, 2011, saying that the chief was going to visit the United States and would receive him; and that he should trust the Chinese Communist Party.
Afterwards, when Xu Chongyang asked President Qi, a relative of Xi Jinping, to confirm this, his phone call was tapped and recorded by Fu Zhenghua, and his conversation with U.S. Ambassador Reid was also tapped and recorded. These were used by Fu Zhenghua to accuse him of collaborating with the enemy.
On the same day, Xu Chongyang was arrested by Fu Zhenghua and his brother Fu San in the professorship building of China University of Political Science and Law with a gun and two unlicensed civilian cars, and held in a secret place for two months.
Xu Chongyang said that during his secret detention, the Wuhan, Hubei political and legal network brought a large travel bag containing 24 million yuan in cash to Fu Zhenghua in front of him, who promised to make Xu a fraudster by patting his chest. Fu Zhenghua also said that he would give welfare housing to the personnel of the procuratorate and the court.
During Xu Chongyang’s secret detention from April to June 2011, a police officer named Li Nan asked Xu Chongyang to organize a demonstration at Wang Qishan’s and President Qi’s homes in an attempt to use his overseas connections as an expatriate businessman to run international criminal cases and cause bad publicity internationally to prevent Xi Jinping from ascending to the presidency at the 18th National Congress; Xu Chongyang refused.
Xu Chongyang said Li Nan claimed he was Jiang Zemin’s guard and had five work permits on him, and asked Xu Chongyang to be his informant and give some of Xi Jinping’s signed documents to Xu Chongyang’s wife Qiao Li for her to pass on to foreign media. Li Nan also sold him $70,000 for the video of him hanging and beating him during his secret detention. He also said he was doing him a good deed.
Xu Chongyang’s fraud case was prosecuted on March 15, 2011, when the Beijing Fengtai District Procuratorate framed him for defrauding three victims in Beijing of amounts ranging from $10,000 to $27,000 on the grounds that he had no money for a lawsuit.
Xu Chongyang was eventually sentenced to 19 months in prison for this so-called “fraud”.
He was detained for 8 months after being framed for “supporting the Occupy Hong Kong”.
In September 2014, Xu Chongyang sued the Beijing Municipal Public Security Bureau and the Fengtai Branch of the Beijing Municipal Public Security Bureau in retaliation for his 19-month sentence in the so-called “fraud case” and his 38-day illegal detention on suspicion of “bigamy”, and was detained for 8 months on the charge of “supporting the occupation of Hong Kong”.
In the trial of his case against the Beijing Public Security Bureau for illegal home raiding and illegal detention, Fu Zhenghua hired an informant to take a photo with Xu Chongyang at the end of the trial as a basis for his support of the “Hong Kong Occupation.
On October 2, 2014, Xu Chongyang was robbed of his backpack by a number of people he did not know and, without any law enforcement procedures, was forcibly dragged to his car and taken to the East Highlands Police Station. He was later falsely accused of participating in the “Hong Kong Occupation”.
Xu Chongyang said he was staying at the home of Zhang Junhua, a relative of the Ministry of Space, who was arrested and interrogated by the Fengtai District Public Security Bureau because of him, and asked her to be a witness that he had given 24 million yuan to Hong Kong, but she refused. Fu San found more than 20 people both male and female, stripped her completely naked and interrogated her naked for three days, molested and humiliated her. This is what fascists cannot do.

Xu Chongyang has been raided several times
During his stay in Beijing, Xu Chongyang lived on loan at No. 23, Building 9, Meiyuanli, Donggaodi District, Fengtai District. He had his home raided several times.

August 25, 2015, Fengtai District City Management Nanyuan Street Branch, the Public Security Bureau and unidentified members of the community to Xu Chongyang’s home illegal raids and law enforcement, took away the rare collection. Including the collection of white rhinoceros horn Buddha beads of the Qing Dynasty, inlaid with gemstones rings and so on.

Xu Chongyang said that on September 10, 2020, Director Yang of Demao Police Station, under the guidance of Fu Zhenghua, did not allow him to rent a room in Beijing, and now he is homeless and can only borrow a friend’s car.
