Lehigh pigs 9 executive orders all pass 2021 New Year’s Day implementation

The Legislative Yuan today dealt with nine executive orders concerning the import of American pigs containing Lysine and American cattle over 30 months of age, and although the opposition caucus requested that the proposal not be docketed, the DPP caucus had a numerical advantage in the vote and rejected the proposal not to be docketed; the nine executive orders will come into effect on January 1, 2021 after being docketed. It is worth noting that in the vote on the proposal of the DPP group to grant the docket, DPP members Jiang Yongchang, Lin Shufen and Liu Jianguo all abstained from voting.

The Legislative Yuan will deal with nine executive orders related to the import of ractopamine American pigs, in order of animal drug residue standards, quarantine and inspection procedures for imported beef, import regulations for U.S. and Canadian beef and products, bulk food labeling regulations (2), repeal of bulk food labeling regulations, regulations for the labeling of the origin of pork and pig edible parts of raw materials for packaged food, regulations for the labeling of the origin of pork and pig edible parts of raw materials for food supplied directly to food establishments, and Notice No. 1011473960 of the Agricultural Defense.

Among the nine executive orders, the key provisions related to the import and consumption of pigs are Announcement No. 1011473960 of the Ministry of Agriculture and Prevention and the animal drug residue standards.

The current version of Notice 1011473960 specifies that the manufacture, dispensing, import, export, sale or display of beta-receptors is prohibited, but does not include drug-containing feed additives for use in cattle. The amended version specifies that beta-receptors are prohibited for domestic manufacture, dispensing, import, export, sale or display of drugs; the use of ractopamine in cattle and pigs abroad is not included in the regulation.

The amendment to the animal drug residue standard approved by the Legislative Yuan, in addition to the existing residual value of ractopamine in beef, also added the residual tolerance of ractopamine in pigs, including 0.01ppm for muscle and fat (including skin), 0.04ppm for liver, 0.04ppm for kidney, and 0.01ppm for other edible parts. Other edible parts are 0.01ppm.

Imported beef quarantine and inspection procedures, the United States and Canada beef and its products import regulations of the two executive orders were amended to allow the import of U.S. cattle over 30 months of age.

In addition, after the adoption of the Executive Order on the labeling of bulk food, the labeling of the origin of pork and pig edible parts of packaged food, and the labeling of the origin of pork and pig edible parts of food supplied directly to food establishments, the origin of raw materials containing pork and pig edible parts must be labeled.
