The company’s businessman, Xu Chongyang, is now living in a friend’s car, with no home, no medical care and no income.
Hubei’s political and legal network joined forces to loot property
In 2002, Xu Chongyang was entrusted by his wife (a U.S. citizen) to set up a charitable medical business in Wuhan, Hubei Province, Ninety-nine Nine Relief Company and Jintao Gourmet Limited, only to encounter a series of fraudulent incidents. Three of his villa properties and $140 million worth of belongings in Hubei were looted.
He said that all four cases involved Ma Xiaoyuan, the brother of former Vice Premier Ma Kai, who used fake notaries, fake lawsuits and fake companies to conduct lawsuits and rob his properties. And Fu Zhenghua and Ma Xiaoyuan are partners in the loan-sharking business, so in conjunction with the Wuhan, Hubei political and legal network, Fu acted as a hit man and retaliated against Xu Chongyang, who was defending his rights in Beijing.
Xu Chongyang said, “I have seven cases on hand, four in Wuhan and three in Beijing.” Fu Zhenghua intervened and concocted three unjust cases against him in Beijing, from which he raided his residence in Beijing and took many precious belongings such as paintings and calligraphy of famous people.
Officials bribed to act as thugs to cook up fake cases
Xu Chongyang said, “After our property was robbed in Wuhan, my wife corresponded with the U.S. Ambassador to China, Mr. Redd, about the judicial robbery of our property in China, the violence and the use of armed forces to rob us of our property. He was asked to send a note to the Chinese Communist government.”
The matter was responded to by the Central Office on April 20, 2011, saying that the chief was going to visit the United States and would receive him. He was also asked to trust the Chinese Communist Party. But since then, another wave of bad luck for him has begun.
Afterwards, when Xu Chongyang asked President Qi, a relative of Xi Jinping, for confirmation of this, his phone call was tapped and recorded by Fu Zhenghua, and his conversation with U.S. Ambassador Reid was also tapped and recorded. These were used by Fu Zhenghua to accuse him of collaborating with the enemy.
On the same day, Xu Chongyang was arrested by Fu Zhenghua and his brother Fu San in the professorship building of China University of Political Science and Law with a gun and two unlicensed civilian cars, and held in a secret place for two months.

Xu Chongyang said, “According to Li Nan, who is Jiang Zemin’s guard and has five work permits on him, asked me to be his informant and give some of Xi Jinping’s signed documents to my wife Qiao Li to pass on to foreign media.” “Li Nan also sold me $70,000 for the video of him hanging and beating me during secret detention. And he said he did a good job for me.”
Xu Chongyang’s fraud case was prosecuted on March 15, 2011, when the Fengtai District Procuratorate in Beijing framed him for defrauding three victims in Beijing of amounts ranging from $10,000 to $27,000 on the grounds that he had no money for a lawsuit.
