Acting Secretary of Homeland Security Chad Wolf announced on the morning of Dec. 21 local time that refugees from Hong Kong would be welcome in the United States in 2021.
He also said his department’s Customs and Border Protection (CBP) will limit visits by CCP members to a maximum of one month, even for those who have obtained a 10-year visa. The U.S. will use all available tools to prevent CCP members from concealing their identities and evading the requirement to disclose their party membership.
He said the Department of Homeland Security is further working with the U.S. Department of State to add more restrictions on visa validity for CCP members. DHS will also increase transparency requirements to further expose CCP front organizations or front organizations on U.S. college campuses and public schools. He also said the United States is working with Taiwan to discuss pre-clearance operations for Taiwanese travelers to the United States.
He stressed that these are aimed at the Chinese Communist Party and that the U.S. wants to close loopholes in the U.S. entry and immigration system that the Chinese Communist Party uses. These actions are not directed at the Chinese people who are oppressed by the tyranny of the Chinese Communist Party.
Acting Secretary Wolf’s remarks were released through a Heritage Foundation event. He referred not only to immigration policy, but also to the Chinese Communist Party’s “challenge to American civilization.

He said that the Chinese Communist Party has forced the entire population of China, many of whom are innocent and unwilling, to attack the United States and other Western countries on all political and economic fronts. The communist ideology of the Soviet Union, which did not die in the past, is now threatening people’s freedom in the form of the ideology of the Chinese Communist Party. To meet this challenge, the United States must mobilize all people, and every citizen, business and media should recognize and defend against this threat.
If Americans do not stand up and resist now, then in five, ten, or twenty years from now they will look back on this period in history and ask themselves: Why did we allow this to happen? He reminded Americans that every day, Americans suffer and even die because of the CCP. The Chinese Communist Party is the “world leader in counterfeiting. Counterfeit medicines from China are killing tens of thousands of Americans every year. During the epidemic, the CCP also sold fake personal protective equipment (PPE) to the United States. The Department of Homeland Security seized many counterfeit CCP virus reagents and 12 million counterfeit masks that were “intentionally sent to the United States. In 2019 alone, DHS has seized large amounts of fentanyl, which he said “is in quantities large enough to kill all Americans four times over, and much of this fentanyl comes from China and Hong Kong.”
He noted that America’s own media, influenced by the Chinese Communist Party, does not report on the Communist threat. Some even provide a platform for Chinese Communist propaganda. For example, the Chinese Communist Party mouthpiece China Daily pays millions of dollars to some major U.S. media outlets to run extra-page ads that look like real news stories. Entertainment news is also infiltrated by the Chinese Communist Party, and Hollywood companies have used self-censorship to curry favor with the Communist Party.
He said tens of thousands of Chinese students have left the United States since the U.S. banned students and visiting scholars with ties to the Chinese Communist military. Earlier this year, the Federal Communications Commission (FCC) rejected the laying of a Pacific submarine fiber optic cable connecting Hong Kong to the United States because of national security and data safety concerns.
Acting Secretary Wolfe said the U.S. Department of Homeland Security will issue a commercial advisory bulletin warning against the use of data services and equipment with confirmed ties to the Chinese Communist Party.
He cited as an example the discovery this year that TCL had planted backdoor software in all of its television sets, putting users at risk of network intrusion and data infiltration, and that TCL Technologies Group also receives financial support from the Chinese Communist Party to compete in the global electronics market.
In the fight against slave labor products, he highlighted the recent seizure and detention by the Department of Homeland Security of 13 tons of products made from human hair, possibly from the detained Xinjiang people. DHS announced on Dec. 2 that it was detaining cotton and cotton-derived products containing products from the Xinjiang Production and Construction Corps. This is one of several seizure orders the department has made in regards to combating slave labor products.
Wolf said, “This is just the beginning. We will continue to develop and look forward to issuing seizure orders for major product categories throughout the Xinjiang region soon.”
