Xu Kongxi, the former chief of Yanquan Police Station of Chenzhou Municipal Public Security Bureau Beihu Branch
At 3:00 a.m. on December 18, Xu Kongxi, the former chief of Yanquan police station of Chenzhou Public Security Bureau’s Beihu Branch, died accidentally while being transferred from Chenzhou to Changsha during an investigation.
According to the mainland’s Legal Economics Network, Xu Kongxi’s family said the death occurred on the way to the prosecutor’s office when the detention was about to end, and that the body of the deceased was temporarily parked at Zhuzhou County First People’s Hospital.
Xu Kong Xi has served in the armed forces fire system for 17 years and in the public security system for 18 years, having served as the head of three police stations in Chenzhou City’s Beihu District, Baohe Police Station, Beihu Police Station and Yanquan Police Station.
Two months ago, the Chenzhou Municipal Commission for Discipline Inspection carried out a “detention investigation” on Xu Kongxi, who was investigated for allegedly playing favorites and accepting bribes. The same time the investigation is also the Beihu District Justice Bureau assigned to the People’s Road Police Station People’s Mediation Office Director Li Yong. Xu was double-opened on December 17.
According to family members, Xu Kong Xi died at noon on the day, a deputy secretary of the North Lake District Political and Legal Committee came to Zhuzhou strain the District Public Security Bureau to meet with the family, after the family long, repeated negotiations and strong request, at 9 p.m. on December 19 in Zhuzhou County First People’s Hospital morgue saw the body, confirmed that the deceased was Xu Kong Xi, the body of the deceased has wounds on the neck, nasal and oral cavity with blood, the left chest heart and other parts of multiple fracture collapse.
It is reported that the Supervisory Commission’s “detention” is derived from the Discipline Commission’s previous “double regulation”, not only has the right to investigate, but also the right to custody. The investigated persons include leading party and government cadres, business people and ordinary people, who cannot get the assistance of a lawyer during the detention period, which can be up to six months. There have been several cases of accidental deaths during “detention”.
On May 5, 2018, in Nanping, Fujian Province, 45-year-old Chen Yong’s family received a death notice after 28 days of detention and investigation. Chen Yong was a retired soldier who served as a leading driver and was always in good health.
On July 30, 2019, Chongqing Liangping District Supervisory Committee took detention measures against Zhou Xuefeng, chairman of Slippery Rock Resort. on August 22, at 8:50 p.m., Zhou died while under detention, with no official cause of death disclosed. Zhou Xuefeng had recorded a video before he died, saying that he had never bribed an official and never done anything illegal.
At present, Xu Kong Xi’s wife and son are still waiting at the hospital for the autopsy results. They have applied to the relevant authorities to investigate the cause of Xu Kongxi’s death. Whether Xu Kong Xi is “accidental death”, depending on the final results of the investigation and forensic report.
The day before his death, Xu Kongxi was announced by the Chenzhou Municipal Commission for Discipline Inspection to be “opened for investigation”. Xu Kong Xi was accused of: confronting the organization’s review and preventing people involved in the case from reporting the illegal facts; violating Article 8 of Xi; acting as an “umbrella” for a triad organization; and having inappropriate sexual relations with others.
