I graduated from an environmental college in Changchun and worked in this city in the environmental assessment industry for 10 years before and after I heard and witnessed the story of Lao Park and Wu Jiang.
Lao Park and Wu Jiang were the dean and teacher of the environmental college, respectively, and further back, they were the relationship between mentor and graduate student. The School of Environmental Studies had an environmental assessment qualification, and the school stipulated that if a faculty member used this qualification to undertake an external environmental assessment project, 20% of the contract amount had to be paid to the school in the name of “management fee” to generate income for the school, while the remaining 80% went to personal disposal.
An EIA project is equivalent to a thesis that demonstrates how much the project’s emissions, wastewater, noise, etc. will affect the surrounding residents and rivers – a job that both Lao Park and Wu Jiang will do, and then send it to the Environmental Protection Bureau for approval, and the party that commissioned the EIA will have the approval to start construction.
I learned this story from Wan, a classmate who stayed at the School of Environment, during the EIA review meeting and at a dinner party afterwards, and I can find reports about it online.

The story began in 2003 with a “cut-off” in Wujiang.
On that day, a middle-aged man with a small bag over his shoulder stood at the office door and asked Wu Jiang in a soft voice, “Hello teacher, which room is Mr. Park, who is doing the environmental assessment?”
“Hello, Mr. Park is our dean, he went out, my name is Wu, responsible for the environmental assessment of this piece, there are projects you can talk to me.” Wu Jiang said as he stood up, walked to the guest, shook his hand, let the guest into the office, and casually closed the door of the room – the next exchange, Wu Jiang could not be more skilled.
As a university teacher in a second-tier city, there is a stable job, there is a “side business” can make money, even if not boiled on an official position, it should be satisfied with life. But the reality of Wu Jiang is full of anxiety, anxious to change the current situation.
“The reason why he did so was that there was no way out – Old Park had the official seal of the environmental assessment qualification of the hospital, and his contact information was left everywhere. Whenever he receives a project, Lao Park takes on the posture of a contractor and makes Wu Jiang and Xiaowan responsible for the specific assessment operation – of course, those who work only get some hard money, and most of the profits go to Lao Park. Wu Jiang gave Lao Park 8 years of work, work is their own dry, money are leaders earned, who is also unbalanced.
As soon as the talk was over, Wu Jiang called for Xiao Wan to follow the party to check the site, signed the contract and received the down payment. Within a few days, Wan worked overtime to complete the first draft of the EIA report. Wu Jiang asked Xiaowan to take the report to Lao Park to stamp it, but not long after, Xiaowan came back with a frustrated face and said, “No, Lao Park won’t give the stamp, saying the project is risky.”
“What did he say was risky?”
“He said you should look at it yourself.”
Wu Jiang was annoyed: “This person! Let him do it without risk, a bunch of projects tired us with three grandsons like, we do a risk, what the hell!”
“What can be done, they are the dean, they are in charge of the chapter to say.”
Wu Jiang and Xiaowan together again the report from front to back carefully reviewed, the site photos against the national policy thought through, and did not find any pollution risk. The next day Wu Jiang took the report to find Lao Park, looking for several times people are not in, the phone does not answer, and wait another day, the situation is still the same.
According to the process, the first draft of the EIA report to be stamped before the “meeting” (expert review meeting), according to the expert opinion of the final draft and then submitted to the Environmental Protection Bureau for review, review and approval before the approval. The A-side was anxious to start work, calling again and again to hurry up the progress, and the EPA had arranged a meeting date, but Wu Jiang and Xiao Wan’s EIA report just could not be stamped with the qualification.
Wu Jiang was restless and asked all the units in the phone book that could “borrow the certificate” (according to the regulations, the unit’s qualification certificate can only be used for its own use, “borrowing the certificate” is against the rules, but many units are doing so), but none of them were appropriate.
Wu Jiang can only circle around the desk in the office, but can not think of any way – has received the advance payment, the project is impossible to return, if it affects the progress of the party’s project, the loss of work may also be serious lawsuits.
Wan also followed the anxiety: “If there is no way out, PS a line?”
“Will there be any problems?”
“So now there is another way?”
Wu Jiang thought: “If PS, it is better to carve a (chapter) forget, not only this time can be used, the next time can also be used, save the next project again PS.”
The two people split up to find a place to ask, and finally there was a copy department, without letting them provide a business license to carve the chapter.
Everything went smoothly at the review meeting, no expert mentioned any risk issues at all, and no one could see the authenticity of the seal – perhaps no one even looked at it.
Wu Jiang looked at Xiao Wan, full of smiles – so unknowingly to do things, even 20% of the management fee is also saved, in the end, things are dead people are alive.

Xiaowan in accordance with the expert opinion at the review meeting, quickly completed the revision of the report, Wu Jiang took the report to the Environmental Protection Bureau for approval, but the Director of the Environmental Protection Bureau Han proposed: the need to take the original qualification certificate to the Environmental Protection Bureau to this project for the record.
Generally, only units doing EIA projects across provinces need to be filed to prevent non-unit personnel from undertaking projects with false qualifications – the College of the Environment is qualified, which Han knew full well; Wu Jiang is a teacher at the College of the Environment, not only Han knew, the city’s EIA system knows – this local project still need to be filed?
Wu Jiang asked the reason, but Han said something about it.
After all, it was stuck on the certificate. Wu Jiang knew that it would be useless to go to Lao Park, who could not let him get the original certificate. This must be the old Park found the Environmental Protection Bureau “did the job”, clearly to embarrass themselves.
Wu Jiang couldn’t figure out why Old Park had to make things difficult for himself: as the head of the Environmental College, Old Park lived in a high-class villa in the city, drove an imported car, to name and shame, to benefit from everything he has today, a large part of which is the hard work of colleagues in the Environmental College to complete the report in exchange – he himself is already rich, but still appetite, never considered the feelings of his people.
Wu Jiang thought, “I’m a mediocre teacher, I’ll take some work myself. School policy allows, and does not miss teaching, what is unreasonable? Does he have to make himself work under him for the rest of his life? Do you have to set up barriers like this?
But for this project, from the front of the online application and public notice, to the back of the review meeting and minutes, all replaced by a new certificate, how easy it is?
Wu Jiang’s brain is thinking fast: can think of ways to make money, if you can make the Environmental Protection Bureau not pursue, who cares if the chapter is true or false?
Who to send it to? The only person I know is Han – he is the head of the EIA approval, the old Park will not necessarily go directly to him, and may only find the Han boss. But Han should have the ability to “move” – to know the circumstances of the matter, to know which leader Lao Park to find, who has the ability to level things – only this way to try. This is the only way to try.
Wu Jiang went to the bank to withdraw a sum of money equivalent to four project “labor costs”, put it into an envelope, sandwiched in the EIA report, showing only the edge of the envelope opening, came to Han’s office, said: “President Park said, he was away on business for a week, things are not finished temporarily can not return, the business license locked in the cabinet, and the A party to the EIA report. The business license is locked in the cabinet, and the party wants it urgently, see what you can do to help accommodate a little?” said, handed the report to Han’s hand – Wu Jiang did not directly say that the chapter is fake, so that Han to help make fake will have joint and several liability.
Han seemed to be very difficult, thinking long and hard, said, “Try it.”
Wu Jiang knew that there was a spectrum, otherwise Han would not accept the money, as to whom he went to find, to whom the money was divided, it did not matter, the matter at hand.
The next day at work, the party called to say that the Environmental Protection Bureau notified the approval down.
Although Wu Jiang was happy to say the news to Xiao Wan, but think about it, I think they are also quite injustice, the project is considered their own project, certainly pay Xiao Wan labor costs. Originally wanted to take a big head like old Park, but did not want to make a pit, it is estimated that the whole project down, not only for nothing to be tired but also to take the money – fake official seal to save the management fee, are filled to the Han Division there.
What’s worse, the old Park has known what he did, the next project how to do it? To continue to do, the college’s certificate can not be referred to.

Being a leader for many years, Lao Park always talked a lot at the review meetings, what county environmental protection director is his student ah, how he became the director ah; what an ordinary small traffic police dare to stop his luxury car, how he gave a political lesson to the traffic police ah and so on.
But during that time, he did not say much at the meeting, after mentioning the comments pushed the report aside, head down while smoking heavily and fiddling with the phone. Wan said that it was because the second wife he wrapped was frequently asking him for money, although I don’t know if it’s true, but it really looks like the mood in general.
So, Wu Jiang felt bad when he received a phone call from Lao Park: Lao Park rarely comes to himself alone these days, and the relationship between the two has frozen, asking him to go to the office, which obviously won’t be a good thing.
After arriving at the dean’s office, Old Park pushed a piece of paper in front of Wu Jiang, his eyes fixed on Wu Jiang, with a leathery expression asking, “The project was approved?”
Wu Jiang took the paper and carefully looked at it from top to bottom, it was the same bad project that he had just completed, pretending to be calm and asking indifferently in return, “What’s wrong?”
“What’s wrong?!” Old Park seemed to be enraged all of a sudden, his expression became extremely serious, his eyes opened round, his cold voice raised an octave, “The qualification certificate has been locked in my cabinet, how did you get it?!”
Wu Jiang immediately felt a wave of cold air came: I did not expect that the old Park would not let go of this matter, answer or not answer one thing, the old Park is knowingly asked ……
Old Park saw that Wu Jiang did not answer, a slap on the table stood up, pointing at Wu Jiang said: “Do you know, you carved the college seal, you are a crime, you know not? This is the evidence!” While saying this, he knocked hard on the paper.
Hearing the word “crime”, flashing police lights, high prison walls, instantly appeared in Wu Jiang’s mind, Wu Jiang felt his brain a little empty: does not the old Park just look at his joke, but also really want to send himself to prison? Heart thinking, the mouth can not help but say: “Teacher, I was wrong ……”
The voice was so small that only Wu Jiang seemed to be able to hear himself. A time, his heart of that pride all gone, sweat also came down, I do not know when wet clothes.
Wu Jiang is not a timid person, but if the teacher’s job is lost, the family may be scattered, their days may change from now on.
There are several siblings in the family, only he passed the college entrance examination out of the countryside, people in the village are proud of themselves, they also hope to earn more money, on the one hand, they are more than enough, on the one hand, brothers and sisters can help when something happens. But if you can’t get ahead and become a criminal instead, it’s completely unthinkable.
Although Wu Jiang’s voice was small, but old Park heard it, this is exactly what he wanted to hear, he paused for a full minute, seemed relieved, the tone became a reprimand: “Teacher? You still remember that I am your teacher? You are too much for me to worry about, think about that little thing in your heart, as a teacher I can not know it? You can’t rush anything, you have to go one step at a time, you are still young, the good days are still early!”
He did not need Wu Jiang said anything else, and then said, “OK, know that the wrong line, now you know what to do?”
“I know, from now on I will listen to my teacher.” It was as if Wu Jiang was back in his student days, not daring to look up when he made a mistake, lowering his head to accept the teacher’s reprimand, knowing that if Old Park could say it, he might be able to do it.
“Okay, that’s right, the teacher does not have to send you to court, you go back and think about it, in the future the teacher let you do things to do well, do not let you do not do at all.”
Back to the office for a while, Wu Jiang did not slow down, the night mulled half a night, until the next day dark, to confirm that the old Park can not go to denounce himself, only to settle down, after the handle in the hands of the old Park, he can only listen and obey.
Ten years of dark battles between teachers and disciples of environmental assessment
The first time I saw Wu Jiang work harder, old Park knew his tactics had worked. Despite this, when the meeting was held, he still did not forget to raise Wu Jiang’s infamy: “Using my certificate to do the project, I do not even know the certificate I manage, is not this a crime? The crime of fraud ah, economic fraud!”
Han, who came along to the meeting, thought Old Park was speaking to himself, and was busy coming over to him, whispering in his ear, “What you said I said to Wu Jiang, pressed not approved, but then our director sent word to hurry up and approved, do not affect the construction of the project, I can not help it.” Han believed that the old Park could not go to the Secretary to ask this, and pulled the Secretary’s flag to say things.
Old Park did not whisper: “If not for fear of your approval followed by a pot roast, I would have given him a stab to the municipal court, let him kid to show off, I let him eat!”
Han said: “After his project, I have to keep an eye on it, or it is easy to let him bring the ditch.
The director of the design institute, Mr. Li, who knows more or less the inside story, said, “President Park should be more generous, between teachers and students, why do it for real? Besides, President Park, you are so rich that you can spend it, and let your students earn some.”
Old Park said, “It’s not about money. I taught him in college, I helped him stay in school after graduation, let him work with me on projects to make money, how many people want to work with me I do not need it, he still does not know enough, always want to do a stall by himself, that is not a mess? He is in ancient times is a treason, is a rebellion, he is anxious to wait for me to die!”
Of course, the meeting also has fanned the flames: “You should be ruthless, when my deputy and I had a problem, that let me to get, a little work not to him to arrange, when the bonus to take the lowest grade, insisted on half a year he really can not insist, to go to me to admit their mistakes before it is over, I must let him know that I am a hand, I must be good!”

After that, Lao Park only let Wu Jiang teach the class, no longer let him write the environmental assessment report, nor let him do the project.
Fearing that he might have angered Park, Wu had to accept the situation and lived a life that was still very busy but with lower income. During the period when Wu Jiang was teaching, Han started to study for his master’s degree here in Lao Park, and all the materials were pushed to Wu Jiang for preparation, a big mess not easier than writing reports, but also no pay at all.
But one day, Wu Jiang had an epiphany and said, “This is the opportunity given to me by Lao Park!” From that day on, he did everything related to Han’s graduate studies, and took the initiative to communicate with Han in person at his office, asking him what other ideas he had, and trying to make Han satisfied in every way possible.
Later, in 2006, when Han was promoted to deputy director of Han, Wu Jiang sent a generous gift to congratulate him.
The person who is covered in roses is not a silkworm breeder. Wu Jiang hard work and busy, in exchange for the Han Bureau of education certificates and banknotes, sometimes he thought about it is slightly sad, but then think about the future will certainly be used, the return is more than these, more or less relieved some.
Han Bureau and Wu Jiang is already an old acquaintance, Han Bureau knows what Wu Jiang wants, he just does not want to be so fast to complete him, afraid that Wu Jiang think things are too easy, do not know how to cherish, he wants to master a fire.
Later, the Han Bureau “inadvertently” and the design institute’s director Li greeted, said that the design institute’s projects in the future in the environmental assessment review, equivalent to go green channel. Director Li is an understanding person, so that Wu Jiang’s “borrowing” is also logical, he does not have to go to the old Park with the card, just as far as possible to keep the old Park know good.
The day goes on like this, Wu Jiang has a project to use the design institute’s environmental assessment qualifications. But “borrowing” still affects him to a certain extent to pull the project, some of the parties are running to the name of the Environmental Academy, listen to Wu Jiang said the design institute’s certificate, they changed. Wu Jiang also understand, after all, the money out of the sale is not a child’s play.
Because the Academy of Environmental Sciences is a subordinate unit of the Environmental Protection Agency, the Academy of Environmental Sciences is qualified to undertake environmental assessment projects, and then approved by the Environmental Protection Agency, equivalent to both as an athlete and a referee, in competition with other environmental assessment units will be unfair, the project gatekeeper may also be lax, so from 2007, the state to avoid the interests of the agency rent-seeking, the introduction of policies under the management of the Environmental Protection Agency environmental assessment business to the market.
Wu Jiang heard the wind blowing and immediately asked Han about the situation, and Han said, “You’re late, that privatization of the qualification certificate has been taken over by a certain official pro.” Wu Jiang then said, “Can you get some shares, or other conditions? I want to have a stable certificate unit.”
Han Bureau said to help ask, and then really gave Wu Jiang to get a “certificate” right. Wu Jiang thanked, but also sealed a 30,000 yuan red envelope to the Han Bureau.
With the certificate, Wu Jiang began to go out to publicize the project with great fanfare – as for the fake certificate 5 years ago, after 2 years of recourse in civil cases, even if the old Park sued the court is also invalid.
Wu Jiang hired three young people as employees and rented a three-room house in a small area near the river as an office: a long conference table in the hall, a few computers in one bedroom for the staff to work, a bedroom as a file room full of reports, and a bedroom with a boss desk as his manager’s office, so he could come over when there were no classes, without worrying about Lao Park.
A decent company was born.

Two months after the company opened, Wu Jiang resigned. He said to Lao Park that he was no longer in the mood and had no energy to teach students, and that he was leaving his teacher, thanking him for taking care of him all the way. Years of teacher-student relationship, mixed with years of grudges and grievances, made Wu Jiang very emotional when he parted.
Old Park also did not retain Wu Jiang, that period of time Wu Jiang’s activities can not escape the eyes of old Park, but old Park also have little way to control him, only hope that he left soon, after leaving this unsettled master, the remaining small group of disciples can also be at ease.
After leaving the job, Wu Jiang solemnly invited Xiao Wan to eat a meal, after some wine and meat to return to the main story: first of all, to seek the opinion of Xiao Wan, whether he is willing to come here, “Today, buddy I count officially invited you to join, you have to come to me, I am sure to give more than the old Park, this you do not worry”.

Wu Jiang and old Park two people are for money, are unlikely to give themselves too much, said: “This thing, hit the day you quit, I definitely want to, but now I have not made up my mind, I still want to maintain a period of time in the school, and when you want to come out, I will come back to join you.”
Wu Jiang patted Xiaowan’s back, said: “Since you do not want to come out, brother also do not force you, because I do not guarantee what the situation is here, but in the future you have any uncertainty, what horse high stirrup short thing, do not forget to come to me, we are brothers!
Xiao Wan nodded repeatedly, Wu Jiang then said, “Since you still stay in the college, you do not get my project, or old Park know can get you killed.” Wu Jiang is well aware of the old Park means, so he has not been talking to Xiaowan, have given Xiaowan a bottom, and repeatedly urged Xiaowan, and old Park get along with their own more long snacks …… last two people drink to the break.
The two of them are not suitable for the money, but to engage in technology may have a future.
So in the future, the old park and then give Xiaowan to arrange projects, Xiaowan always dry distracted, the old park found, and then gave Xiaowan arranged a topic: “Northeast ecological environment change of the main impact and direction”. Xiao Wan’s heart is like a mirror, this subject is high level, macroscopic, looks high, but with the engineering class topics, not easy to produce technical results, and the project acceptance review and financial audit is the most stringent, there is little profit. But also so do it.
What Wan did not expect is that only two or three years of work, Wu Jiang will be the city’s urban investment projects, highway projects, state power projects and other large-scale, highly profitable environmental assessment projects are gathered to go, the office location has also been replaced with a three-storey roadside gate of the city.
In this way, not only the old Park less work, even the director of the design institute Li can only get some small-scale, paper-thin profits than the small projects – after all, Wujiang has a certificate, do not have to pay management fees, low prices, and live money can be paid, and gathered a party.
Wu Jiang’s project review, as long as Wu Jiang is not present, experts are talking about Wu Jiang to do the EIA report “good bad” “should not pass the review”. At this time, the Han Bureau no longer personally participate in the review meeting, his staff of the Environmental Protection Bureau officials are just laughing at this but not saying anything. We know that it is useless to say that the adoption will still be passed, and then turn to complain about their own units “policy does not work”, Lao Park said the College of the environment to the management fee is too high, Li director said the design institute can not even pay the expert fees (expert fees without invoices can not be reimbursed), which party is willing to use their own?
Later, Wu Jiang also opened up new business lines such as energy conservation assessment, risk assessment and safety assessment, flying around all day to get busy with business, just like a successful businessman, without a little teacher’s shadow.
In the local government affairs hall, the environmental institute and the design institute have to wait in line to send reports, while Wujiang’s reports are generally many, the staff just hold the report directly to the office inside the hall, the window clerk on duty immediately left the queue of people, go in to receive this big customer, the discerning eye will know that Wujiang in this piece has also played a good job.
The reform continued to deepen, and the Environment Institute was asked to divest itself of certificates as an institution. The dean of the College of Chemical Engineering, who had studied in England and received high honors in the industry for his academic achievements, ended up being a member of the College of Environmental Engineering. He was finally dismissed from his post and sent to jail because he was not clear about the operation of the school-run enterprise conversion. Park didn’t want to go to the dean of the College of Chemical Engineering.
What’s more, after the news of the “divestment” of the College of Environment was released, countless people came out from all directions and wanted to “cooperate” with him: Han’s brother-in-law wanted to take a stake, his second wife’s brother wanted to take a stake, even Xiao Wan, that wilful guy, came to ask, and even often played together with friends, but also from where to get the news – he opened a restaurant to do what it can? The outside world thought that this is a few pieces of paper can be exchanged for a large amount of money fat, but in reality, it is not that way at all.
Since the consequences are endless, Lao Park simply canceled the environmental assessment certificate of the College of the Environment, and no longer took on projects himself, but only went to work as an expert after school to get expert fees, compared with students Wu Jiang, feel more like a wage earner, Lao Park think about it and hate.
The last project that Lao Park participated in the review was undertaken by Wu Jiang, the location in a ravine, the party wanted to build a brick kiln, the shale produced in the mountains on the side made into building materials, Lao Park looked at the terrain and knew that when the brick kiln was completed, as long as the west wind, the nearby villages would be enveloped in the kiln smoke.
Out of conscience and out of selfishness, Lao Park strongly opposed the location of the project, so that the project review did not pass.
But Wu Jiang did not tell Lao Park that the brick kiln was invested by a friend of Han’s bureau. Later, when the project was re-examined, the review committee did not even look for Lao Park as an expert, and the project was built in that place after all.
Since then, the expert review committee has never seen Old Park again, and when he saw his old friend, Old Park said, “I was abandoned by this circle, and Wu Jiang used his relationship to exclude me.”

Some people say Wu Jiang’s net profit of several million a year; some say it is not possible for him to take it all himself, those officials of the Environmental Protection Bureau, those state-owned enterprises and institutions of the environmental protection section chief, which shall not be punished ah; others say that he spent a lot of money, several siblings are living in the countryside is not easy, two years ago, it seems that a sister’s fish pond washed away, lost a lot of money, are relying on Wu Jiang to help tide over the difficulties.
In everyone thinks Wu Jiang “hair” when Wu Jiang but the East is in trouble. His case brought the province’s environmental protection system earthquake – from Mr. Wu left to become Mr. Wu boss, and then disappeared from view after the accident, but before and after six years – his company grew at an alarming rate, and collapsed in a matter of moments.
Some people say that Wu Jiang went in because Lao Park sued, Lao Park denied: “If I really sued him long ago went in …… deserved, he deserved it, he made it, if he did not catch in, it is God’s eyes …… let him when I This dean, he also have to go in, dare to do anything, then there is good?” The old Park seems to be revenge, or is the prediction fulfilled, painfully inhaling a large mouthful of smoke.
A classmate who worked as a clerk at the municipal court later told me that the infighting in the Environmental Protection Bureau led to Wu Jiang, “he was brought out by the Han Bureau, people knew he was close to the Han Bureau, so they wanted to open a breakthrough from him.
Wu Jiang was taken away and interrogated for five days, his spirit nearly collapsed and could not stand it, before confessing that there had indeed been “non-compliance,” and said the company had a small book, which recorded which year and which month and which day to which how many how many, the public prosecutor took a look, such as a thunderclap, blew up the entire provincial environmental protection community, and finally confirmed nearly a dozen officials, including the provincial Environmental Protection Department director of supervision, the provincial Environmental Protection Department assessment center director, two county-level city environmental protection bureau chief, a central enterprise local oilfield branch environmental protection director, a county highway bureau chief, including, of course, Han Bureau.
This was the end of 2013.
According to later public announcements, the director of the provincial department was entrusted to take care of Wujiang’s project and accepted a bribe of 100,000 yuan and was sentenced to 10 years in prison; the director of the assessment center helped run the project and accepted a bribe of 100,000 yuan and was sentenced to 10 years in prison. Several others who took less were also admonished and talked to. During that time, we gave them red packets during the project review, they said nothing, so it was very clean for a while, as if people who just came out of the hospital are extra attention to health.
As for Wu Jiang, after forfeiting the illegal proceeds, he was sentenced to five years. After the sentence, many people were relieved, including some counties and municipalities in charge of the Environmental Protection Bureau, some state-owned enterprises and institutions in charge, as well as the design institute Li Director of the stream – Wu Jiang during the trial because of the continuous fall of officials, they are silent for a while, the meeting can be experienced out of their kind of nervous and careful emotions. Whispering, distracted, not at all the usual relaxed state.
Xiao Wan said he went to see Wu Jiang in prison, his state is quite good, “he said before every day busy chattering, since the change of life, the heart is very quiet, just out of what to live on do not know, certainly not to do environmental assessment”.
