The German cabinet approved the information security law today, which significantly raises the threshold for Chinese manufacturers such as huawei to participate in 5G construction through additional provisions for political review.
The US launched the Clean Network programme to block Chinese telecoms products such as Huawei in an attempt to pressure Europe to follow suit. The UK and Sweden have decided to exclude Huawei, Germany has finally made a decision after two years of debate, and the parliament is expected to pass a bill introduced by the cabinet in the near future.
Under the new law, suppliers of equipment must ensure that they do not leak information to foreign governments; In addition to technical certification, the internal affairs, foreign affairs and economic affairs departments also have the right to participate in the second stage audit to ensure the reliability of suppliers. The audit criteria include foreign affairs and national defense security and other political factors.
While the bill does not name Huawei directly, it is also known as the “Huawei Clause” because it is clearly tailored to The Chinese government’s influence over the country’s high-tech industry.
Ruling Social Democratic Party (SPD) foreign policy spokesman Nils Schmid said Germany could not have a law to exclude Huawei because of the constitution, but the new information security law would give the government tools to exclude companies that cannot be trusted for political reasons, Handelsblatt reported.
However, as Telecoms companies such as Deutsche Telekom, Vodafone and Telefonica continue to use Huawei equipment heavily, the impact of the new law will not be clear until the government makes a decision on it next year.
