An election supervisor in Coffee County, Georgia, has released a video demonstrating how the Dominion voting system can change ballots through a “ruling” process. The program allows any operator to add a ballot mark to a scanned ballot at will, or to invalidate a ballot mark already on the ballot.
The “adjudication” process is supposed to address only the issue of voters marking their ballots incorrectly, such as by filling out the ballot in a way that does not clearly show who they are voting for. In Georgia, however, a significant number of ballots appear to have undergone the “adjudication” process.
Local news site Douglas Now posted this video of Coffey County elections director Misty Martin on Wednesday (Dec. 9). Its publisher, Robert Preston, told The Epoch Times that the videos were shot at the local elections office this week.
Martin said the Dominion software can be set to adjudicate “ambiguous” and “overvoted” ballots, as well as all scanned ballots, even blank ones, and allows any operator to access the adjudication process and vote for those ballots.
Martin said the software’s operators can change ballots without leaving any trace and without knowing who did it or which ballots were changed. She said the system would only flag at least one ballot in the batch as having been ruled on, but “there is no way to track which ballot it was.”
Preston said on Facebook, “According to our elections staff, the Dominion system is flawed and not secure and can be manipulated if someone has a propensity to do so (change ballots).”
Coffey County has refused to certify its election results, citing fraud issues with the Dominion software. Secretary of State Brad Raffensperger’s office has accused the county of delaying certification.

Gwinnett County, which is led by Biden, said only absentee ballots need to be “adjudicated. According to the county’s Nov. 3 report, since Oct. 19, “the (adjudication) review team has completed a total of 5,900 ballot lots.
There are more than 120,000 absentee ballots in Gwinnett County, and the 5,900 adjudicated batches could easily cover the total number of absentee ballots in the county. This means that almost every batch of ballots was adjudicated.
In Fulton County, where the city of Atlanta is located, County Elections Director Richard Barron said at a Nov. 4 news conference that more than 106,000 ballots had been “adjudicated” as of that day step.
Georgia is a key battleground state, with 16 electoral votes. Current results show Democratic candidate Joe Biden leading President Trump by less than 12,000 votes.
It is unclear how many votes have been “adjudicated” in Georgia. The secretary of state’s office did not respond to a request for comment, and Dominion did not respond to an email asking questions about the ruling function.
