The amendment storm: as of last month, 10,171 people fell into the net, only 23% were charged with dereliction of duty in the Department of Justice, academics bombarded

The anti-amendment controversy has lasted from June last year to the present, during which arson, road blocking and wounding incidents of violence have continued. The police said today (11), as of November 30 this year, a total of 10,171 people involved in anti-amendment-related cases arrested, of which about 23%, or 2,389 people were prosecuted. Some academics criticized the Department of Justice for its dereliction of duty and the slow pace of prosecution, which has greatly reduced the deterrent effect and emboldened lawbreakers to continue committing crimes.

The top three crimes prosecuted were “rioting” (695), “unlawful assembly” (414) and “criminal damage” (356). Of these, 826 have completed the judicial process and 82%, or 679, are subject to legal consequences, including conviction, conservative conduct, care or protection orders, etc.

The Hong Kong Polytechnic University Institute of Professional and Continuing Education lecturer Chan Wai-keung said that although the number of arrests exceeded 10,000, but the Department of Justice prosecution speed is slow, so far only more than 20% of people have been prosecuted, the situation is not satisfactory, worrying that the lawless elements will therefore think that they do not have to be responsible for breaking the law. In addition, he is also worried that the longer the prosecution is delayed, the more reliable the evidence will be, and the offenders can get away with it at any time. He criticized the Secretary for Justice, Mr. Terry Cheng, for not doing enough to prosecute, which has emboldened lawbreakers and led to the protests last year.
