The Return to the City of Zhiqing

On December 22, 1968, Mao Zedong issued an order: intellectual youths should go to the countryside to be re-educated by the poor peasants.

This was a life-saving shot in the arm for the authorities at all levels, who were struggling with the problem of how to get the young Red Guards, who had been fighting for society for the previous two years, back into school. So the “Go to the mountains and go to the countryside” movement quickly took off across the country.

The city of Wuhan, located in the Jianghan Plain, has always played its cards unconventionally. In other cities, it’s usually “two down, one to stay” or “three down, one to stay” and “one child to stay or not to be decentralized”, but Wuhan doesn’t do these policies. But all 66, 67, 68 high school graduates, no matter how many siblings or only children you have, they are all non-negotiable.

I just graduated from the teacher training class a year ago and was assigned to Wuhan 13 High School, I am a 65th high school graduate. When I was in the fifth grade of elementary school, it was just in time for the Bureau of Education to launch a pilot program for the five-year consistent system in the elementary school where I studied. So my classmates and I graduated from elementary school a year early, and many years later I passed away from “going to the countryside”. A small fork in the road of life can lead to a very different encounter!

However, one of my sisters and two brothers were not so lucky. They belonged to the “Old Three”, who were sent to Honghu County, Zhongxiang County, and Sui County in Hubei Province, all of them stayed in the countryside for about 5 years (rare in Wuhan), and all of them were left alone at the end. Their road back to the city was full of hardships and frustrations. I won’t go into the details yet.

The 69th class of students I taught was graduating, and their destination was Suixian. My colleague Mr. Pang and I had two classes assigned to the Shazi Commune in Tang Town, Suixian County, while the others were assigned to the Daqiao Commune and the Lu Cheng Commune. The students who were assigned to Shazi Commune cried and screamed, as “Sha” seemed like a barren desert in their minds. But “Daqiao” and “Lucheng” seemed to be more on the spectrum of the city.

By the way, it was already in the afternoon when my colleagues and I sent the students to Tang Town. The staff from each commune who had come to pick up the students were already waiting here, and after a while the staff from each commune left with the students. It was the first time that Mr. Pang and I were leading a team to deliver the students, and we thought that we were responsible for the students to the end. So we went to the Shazi Commune along with the large group of people. Several of the other teachers from Daqiao and Lu Cheng had experience in this kind of “business”, and they let the commune staff take the students away and then went to a restaurant in town to have dinner on their own.

As it turned out, the two of us encountered a series of problems: most of the production teams in Shazi Commune were apparently not ideologically and materially prepared for “intellectual youth to take root in the countryside.

Some of the students were housed in airy warehouses, some in a small room behind the kitchen of a peasant’s house, and some had no place to stay at all but temporarily scattered in peasant homes. On the one hand, we pacified the students, and on the other, we negotiated with the production teams. Before one team was able to solve the problem, another one came along.

The person in charge of the “Zhiqing Office” of the commune managed to find a better prepared model team to take us and the students to that village. The houses in the Zhiqing site were also converted warehouses, but it was clear that they had been well thought out. The courtyard was clean, the kitchen was fully equipped with pots and pans, and the tables and chairs were neatly arranged in the hall. When I went into the bedroom, I couldn’t help but laugh and cry. The house had a large bed by the window that could sleep nearly ten people, with a two-foot-high partition wall in the middle. The production captain pointed to the floor and said, “Boys and girls sleep on one side of the bed, so they can take care of each other.” Teacher Pang said very seriously, “How can this be? They’re sixteen and seventeen year old boys and girls, not kindergarteners!”

Teacher Pang and I dragged our feet until 9:00 p.m. when we returned to the town guest house with a pile of unresolved problems. Qinsunmei was a 68th graduate of Wuhan High School 20 and was sent to the Zhu City Commune in Honghu County in January 1969. This is the “Land of Fish and Rice” in the Jianghan Plain. After several years of labor, she planted rice seedlings, cut grain, picked up manure, hoeing, and some basic farming tasks, which she was not very proficient in, but she was able to do in a decent manner. At the end of the year, she received a dividend, which was more than a dozen dollars, excluding rations.

In the summer of 1971, factories and enterprises from Wuhan City came to Honghu County to recruit workers. The warm breeze of home stirred the hearts of young people, especially at a time when there were huge differences between urban and rural areas, between workers and peasants. Who says that “father-hunting” is only a unique product of the current era? Nowadays, if we are talking about the power and money of fathers, then in the 1950s and 1970s, we are talking about the “class composition” of fathers. Under the class discrimination of “dragons are born to dragons, phoenixes to phoenixes, and rats to rats”, Qunxunmei’s wish of recruiting workers was dashed time and again, and she sent away one student after another to be transferred back to the city. She was the only Zhiqing left in the whole production brigade. She was confused, bewildered, and even disappointed and desperate. My father felt deeply guilty and blamed himself for not being able to “draw up” his two sons and one daughter because of his own historical problems. He also realized that the reason for this situation was not his historical problem. The reason was that his historical problem had already been officially concluded in the political movements before the Cultural Revolution: the general historical problem. Ever since Mao Zedong defined the Cultural Revolution as the continuation of the struggle between the two parties, people like my father had a hard time in all units, most importantly because he joined a mass organization in his unit. While Qingsunmei was feeling desperate for a job transfer, Xuejie, the eldest brother, was sitting on the edge of the bed in a shabby hut of an intellectual youth in a village in Huji Commune, Zhongxiang County, a few hundred miles away. Half a month ago, he accidentally cut his foot with a hoe while working in the fields, and has been resting at home to recuperate, not daring to write to his mother to tell her, because she was already worried enough about her three children not being able to move up in the countryside. His two classmates, Xiao Wan, had been recruited to the Xiangyang Chemical Factory a year earlier, and Xiao Shen had been recruited back to Wuhan as an elementary school teacher a few months earlier.

Jaidi’s talent is no less than that of his older brother and sister; he is honest, simple, and quiet. When he saw his older brother fail to go to college because of his father’s problems, he had already made up his mind to go to a technical school after middle school and become a worker. But now he could not even work as a laborer. One year, he returned to Han for the Spring Festival and saw his classmates who had become workers laughing and talking.

His younger brother, Xuexi, was a different story. He was a graduate of the class of ’69, and was not yet the “legal age” to be a member of the government when he graduated – 16 years old. That day, a student nicknamed “Manager” happily came and said, “Shao, I have done a ‘sick transfer’ and my account will be transferred back to Wuhan immediately. Like her, the children of the “black five” have been repeatedly defeated in the recruitment, and even if they go, their situation is easy to imagine.

In the countryside, the generous Jaidi still worked from sunrise to sunset every day, and he didn’t have much to say, but now he had no one to talk to. I was so upset with the young man that I couldn’t help but see the cold sweat coming out of my back and my mind going blank. Where do we get any certificates from the commune’s health center? I mechanically extended my hand and handed over the certificate. It was the same words.

“Which unit? What’s the job?”

A few months later, Xidi finally got “sick” and returned to Wuhan.

The three siblings’ difficult, alternative path back to the city came to an end. At this time, many of the “Cultural Revolution” and even the pre-Cultural Revolution intellectuals in Wuhan used this method to return to the city and start their new lives.

The “Great Proletarian Cultural Revolution” was a major event in China and the world in the mid-twentieth century. It has undoubtedly been a subject of study by historians for generations to come, with “intellectual youth going to the countryside” as one of its sub-topics, and “the return of the Zhiqing to the city after illness” as one of its sub-topics.

Around 1972, Hubei Province, where Wuhan is located, issued a document to the effect that young intellectuals with serious illnesses who went to the countryside could return to the city for treatment and transfer their household registration back to their original place of residence, and then return to the countryside after their illnesses were cured. Grasping the revolution to promote production. Obviously, the spirit of this document was somewhat against the trend of the intellectual youth going to the countryside. So the document left a “bright end” at the end, and there were supporting measures: the food relations of all the intellectuals who returned to the city from illness were temporary, and they were to receive food stamps from the grain bureaus in each district every three months. This was also a brilliant move on the part of the policy makers. Later on, the recruitment of these people was also discriminatory: they could only enter collectively owned units, not wholly owned units.

What was the background for this policy? Was there any resistance in the development process? What are the criteria for each of these diseases? How have the standards been raised since then? How many Zhiqing were benefited in Hubei province at that time? How many Zhiqing returned to the countryside after being cured of their disease? These are the questions that this subject must answer. In any case, subsequent developments in reality have proven that this policy was forward-looking and progressive. What do you mean by that?

In 1978, millions of Zhiqing petitioned all over the country and even went on hunger strike. The great uproar demanding to return to the city spread to Beijing, Shanghai, Guangzhou, Chengdu, Tianjin, Chongqing and other big cities, causing great social unrest.
