Xinjiang Concentration Camp Forced Released Prisoners to Sign “Eight Not Allowed and Seven Reports” Pledge

According to a news release from the Chinese Aid Association, a U.S. civil religious rights organization, the organization obtained a copy of a so-called “student completion pledge” that was forced to be signed by released members of the Xinjiang concentration camp.

Not allowed to use cell phone cards, WeChat, QQ, Weibo or other communication accounts that are not registered under the real name of the individual, or multiple cards and multiple numbers per person, not allowed to turn off or lose contact with the phone, not allowed to separate people and machines, and not allowed to use niche communication tools and software; 2. Not allowed to contact, meet or connect with other graduates in any way; 3. Not allowed to listen to or watch foreign radio, television or foreign websites; 4. 4. not allowed to tell others about the center, not allowed to be interviewed by any news media, groups, organizations or individuals in any form at any time and place; 5. not allowed to publish, disseminate or forward inappropriate remarks or rumors, believe rumors, spread rumors; 6. not allowed to be at home, activities outside the employment enterprise area; 7. not allowed to drive a motor vehicle; 8. not allowed to violate the rules and regulations of the enterprise, go out without a reason, late , early dismissal, absenteeism, and passivity.

The seven reports include: 1) other graduates, themselves and their family members, make out-of-country phone calls, and report any acquaintances; 2) report any inquires about the work; 3) report any situations or emergencies; 4) report any people coming or staying at home; 5) report any major family events such as weddings or funerals. The first report should be made immediately after arriving at home; 7. The daily life and work ideological status should be actively reported.

The authorities also stipulate that if the “eight not allowed seven reports” is violated twice, the released person should “voluntarily re-accept vocational skills education and training,” and bear legal responsibility.
