China’s new rules expand proportion of skilled workers Scholars: Higher-educated people critical of government

The Chinese government issued the latest regulation that by 2025, the enrollment scale of vocational undergraduate education will be no less than 10% of the enrollment scale of higher vocational education; 14 years later, the overall level of vocational education will be among the top in the world. Some scholars believe that the authorities want to increase the number of skilled workers and compress the number of undergraduates in order to control the education structure of social workers for the purpose of maintaining stability.

The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council released “Opinions on Promoting the High-Quality Development of Modern Vocational Education” on Tuesday evening (12), proposing two goals: first, by 2025, the enrollment scale of vocational undergraduate education will not be less than 10% of the enrollment scale of higher vocational education; by 2035, the overall level of vocational education will be among the top in the world and a skill-based society will be basically built. The document mentions: encourage listed companies, industry leading enterprises to hold vocational education, encourage all kinds of enterprises to participate in the organization of vocational education in accordance with the law. Encourage vocational schools to cooperate with social capital to build vocational education infrastructure and training bases, and to build and share public training bases, etc. It also stipulates that “new education funding is tilted towards vocational education”.

Lin Dong, a commentator on current affairs in Xiamen, Fujian province, said in an interview with Radio Free Asia on Wednesday that the official document sounded like it was intended to encourage the private sector to train skilled workers and increase employment, but in reality it still used planned economic methods to control society. He said.

“In fact, he (the government) is all about control, but he tends to say that it is to promote the healthy and orderly development of a certain industry or a certain field. People now think it’s obvious that he all hates to go back to the past planned economy era and control every aspect.”

Affected by this, the U.S.-listed Chinese education stocks rose first and then fell, highway and New Oriental fell more than 4%, good future fell more than 2%, only Palm Education rose 1.15%.

All official documents disclose two words “regulation”

Scholar Lin Dong said that three weeks ago, the Central General Office issued “opinions on strengthening the united front work of the private economy in the new era” mentioned that “the united front work of the private economy is facing a new situation and new tasks, to further strengthen the leadership of the Party on the united front work of the private economy”. He said that this is also a means of control.

“He also from the economic point of view to strengthen the control of the field of education, before we see the control of the financial sector, especially Internet finance, followed by the real estate sector, education and training institutions, etc., engaged in the same set.”

Gu Guoping, a retired teacher from a university in Shanghai, believes that whatever measures the authorities take, they have only one purpose for the general public: “control” and the so-called maintenance of stability. He told the station.

“The first is to control and maintain stability. The second is to eliminate the phenomenon of high education and low occupation, such as college students, graduate students to engage in courier, construction workers, cleaning staff, nursing site phenomenon.”

Parents expect their sons to become a dragon government does not need highly educated workers

For a company, employees with high education is not good. Explaining the reasons for this, Gu Guoping said.

“Because of the high perception of high education, it will be the greater the demand and social awareness, so it will generate dissatisfaction with reality and society, as well as some government practices. If you get vocational education, you lower the education level.”

In July, the Ministry of Human Resources and Social Security issued the “Skills China Initiative” implementation plan, which states that during the 14th Five-Year Plan period, the goal is to increase the number of skilled people by 40 million. During the 14th Five-Year Plan period, the target is to increase the number of skilled personnel by more than 40 million and to increase the proportion of skilled personnel to 30% of the employed population. In the past decade, the average number of college graduates in China has exceeded 6 million per year, with a growth rate of nearly 20 percent. In the view of the authorities, factory workers do not need a bachelor’s degree. Chinese families, on the other hand, have the desire to see their sons and daughters become dragons, and they want their children to change their destiny in life by receiving higher education.
