Taiwan pushes semiconductor training program

TSMC is known as the “sacred mountain” of Taiwan’s semiconductor industry, and the U.S., Japan, and China are competing for invitations to set up factories. Pictured is TSMC’s headquarters in Hsinchu.

China’s largest local wafer fab SMIC was sanctioned by the U.S., the development of China’s semiconductor industry is expected to suffer a severe blow. Taiwan, under the leadership of President Tsai Ing-wen, will launch a “Semiconductor Academy Program” to actively train semiconductor talent, plans to invest 10 billion Taiwan dollars in 12 years, an increase of 5,000 doctoral, master’s high-end talent. DPP committee member Guan Biling analysis, this is Taiwan to become a global semiconductor R & D base of economic strategy layout, but also to strengthen Taiwan’s national security is an important investment.

Last week, it was announced that the U.S. would launch sanctions against SMIC, and Taiwan’s semiconductor industry was greeted with a single business opportunity. The stock market immediately reacted with a celebration of the market, with the semiconductor index surging 2.22% last Monday (September 28). The U.S., Japan, and China are scrambling to set up factories. Taiwan is known as the “Protector of the mountain” TSMC, leading that day rose 1.77%, UMC, Macronix, Huabang Electric all attacked the stop. Taiwan’s Business Times reported that some legal persons predicted that the SMIC incident was like a repeat of the semiconductor version of Huawei’s model, favoring the rise of Taiwan’s semiconductor supply chain.

Last month, U.S. Secretary of State Raymond Krach visited Taiwan and Tsai hosted a banquet for her U.S. guest, an important guest, who was the leading semiconductor manufacturer in Taiwan and former founder of Taiwan Semiconductor Manufacturing Corporation (TSMC) Zhang Zhongmou. In the past few days, the company’s semiconductor industry has been the “most important” for the development of the next generation of Taiwan’s industries, and it is hoped that Taiwan’s semiconductor industry will continue to be a global leader. Taiwan’s Free Times reported on May 5 that Tsai personally invited the presidents of National Taiwan University, National Cheng Kung University, National Tsing Hua University, and National Chiao Tung University to discuss a “semiconductor talent cultivation program” to address the industry’s urgent need for talent.

Cai personally focused on the supply and demand in the semiconductor industry and academia.

The Free Press reported that the Executive Yuan instructed the National Development Council, Ministry of Economic Affairs, Ministry of Education and other inter-ministerial committees to plan countermeasures in response to the current situation, and plans to promote an inter-ministerial, 12-year semiconductor talent training program, and intends to expand the establishment of “semiconductor colleges” at four top universities – National Taiwan University, National Cheng Kung University, National Tsing Hua University and National Chiao Tung University. The government and industry are each expected to pay half of the cost, and an additional 400 M.S. and Ph.D. students can be trained each year. In the past few years, the company has been able to provide a wide range of services, such as the development of a new product, the development of a new product, and the development of a new product.

In an interview with Radio Free Asia, Tsinghua University Vice President Chen Hsin-Wen said, “The demand from the industry is huge, and it’s not just today. It’s true that the industry may have advised the president, and the president, like the newspaper said, looked for a school to discuss how to proceed.”

Tsinghua University: Taiwan’s semiconductor expansion is huge, talent demand hole urgent

When it comes to the type and quantity of talent that Taiwan’s semiconductor industry is in urgent need of, Chen Xinwen said, it is difficult to answer, the demand for talent is a very complex issue, involving the overall needs of the supply chain of the semiconductor industry: “like semiconductor companies TSMC, MediaTek, ASE, emerging electronics, from top to bottom very dense system, such as TSMC a year expansion needs thousands of engineers! I hope that the expansion of the four schools to train talents will meet the needs of the industry. At present, the college is planning to focus on master’s and doctoral degrees, so it is to train and expand talents from the university department, as someone mentioned earlier, but it is relatively difficult because it is slow but not urgent. Senior talents are needed in all industries, especially in the semiconductor industry, which is expanding the fastest, and we hope to solve the immediate needs in the short term.

The company’s main business is the development of a new semiconductor industry, which is expected to be completed by the end of this year. This month and next month, the overall approved plan is expected to come out, sent to the relevant ministries for review, funding down before confirmation, the earliest next September enrollment.

The Ministry of Education’s Higher Education Department Director Zhu Junchang confirmed in an interview on the 5th, the Ministry of Education is actively discussing the general direction of the “Semiconductor Academy” as a national key area research institute: “hope to introduce industrial resources, through small-scale experimental trial, unbinding organization, personnel, finance, personnel training and other matters. The Ministry of Education will not only discuss with the relevant ministries and commissions about the costs required for the operation of the National Institute of Key Field Research, but also actively seek support from enterprises.

Chu said that the number of enrollment quotas in the semiconductor field will be gradually expanded, and that next fall (September 2021), the expansion of quotas will be expanded from the field of information and communication to the field of semiconductors, AI and machinery.

In an interview with Radio Free Asia, TSMC spokesman Gao Meng-hua said the government attaches great importance to the cultivation of semiconductor talent in Taiwan, and TSMC is pleased to see this happen.

Ruling party legislator: semiconductors matter for economy, national security strategy layout

In the second term of Tsai Ing-wen’s efforts to promote the cultivation of semiconductor talent, she personally went to the front line to play the role of “matchmaker” between industry and academia, the ruling Democratic Progressive Party (DPP) legislator Guan Biling said in an interview with Radio Free Asia that the president’s responsibility for foreign affairs, national defense, and the most important strategy for the country’s development makes sense.

Taiwan hopes to become the world’s most important center in the semiconductor industry, especially in the cultivation of high-end talent,” said Kuan Biling. The country wants to use the maximum resources to do it, is the whole economic development strategy, which is also relevant to Taiwan’s national security strategy.”

The semiconductor industry is now arguably the industry with the greatest impact on human life, and if it can go one step further than it is now, it is in line with Taiwan’s current national security strategy and layout, which can strengthen Taiwan’s national security.
